Job Title: Programme Policy Officer (Emergency Operations)

Duty Station (City, Country): Rome, HQ Italy

Duration: 11 months with possibility of extension

ORGANIZATIONAL CONTEXT:

Emergency Operations Division (EME) at the HQ supports WFP’s Regional Bureaus (RBs), Country Offices (COs) and partners to prepare and respond to current and future emergencies in rapidly changing operating environment. The division contributes to WFP’s strategic goal of achieving Zero Hunger by 2030 by ensuring the organization’s readiness for the future. EME provides field oriented, steering and convening role focusing on forward looking preparedness, readiness analysis, actions, and support emergencies to ensure a swift, coordinated, and integrated response to sudden and slow onset emergencies.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

(not all-inclusive, within delegated authority):

  1. Contribute to formulation of WFP-wide emergency preparedness and response in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  2. Provide advice and support to RBs/COs on moderately complex issues to clarify ambiguities and ensure that operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on various issues including assessment and analysis, the choice of objectives, activities, transfer modalities and the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Contribute to COs, RBs and global Emergency Preparedness i.e. early warning, risk analysis, and contingency planning, in close collaboration with concerned HQ units and other offices, in order to respond to humanitarian crises and needs.
  5. Contribute to review and prioritization of advance finance allocations for preparedness (IR-PREP), coordinate requests with other sources of internal resourcing and expertise, and proactively identify gaps and needs in coordination with EME units and RB focal points.
  6. Provide support, as requested, to specific CO and Regional level preparedness planning, including contributing to readiness CONOPs and, together with Analysis and Early Warning (AEW) and Operational Support and Surge (OSS), facilitating meaningful, effective, and timely preparedness actions.
  7. Provide technical inputs and other support to cross-unit and interagency discussions on global preparedness approaches, initiatives, and toolkits (Emergency Preparedness Country Capacity Index, Early Warning/Early Action, etc.).
  8. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  9. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  10. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  11. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
  12. Carry out field missions to RBs/COs as required.
  13. Other as required.

DESIRED EXPERIENCE FOR ENTRY INTO ROLE:

  • Has experience working across the Programme portfolio including VAM/M&E.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced degree in one or more of the following disciplines: political science, sociology, economics, business management, operations management, development studies, communication or international development. Additional qualifications in computer science, information management, statistics is desirable.

Experience:

  • Minimum 3 years of postgraduate, progressively responsible experience related to reporting, monitoring and evaluation, project design/management, food security programme implementation.
  • Minimum a few years of emergency field experience is critical and previous WFP experiences can be an asset.

Knowledge and skills:

  • Excellent ability to effectively communicate orally and in writing, Excellent written skills in English.
  • Ability to deliver results through planning and organizing own activities effectively.
  • Ability to successfully manage multiple analysis and reporting requests in a deadline-driven environment.
  • Ability to work in a team and establish effective working relations with persons of different nationalities and cultural backgrounds.
  • Ability to meet strict deadlines.

Language:

Excellent command of English (oral and written)
