Background and Purpose of the Assignment

WFP has been providing assistance in Liberia since 1968 through its emergency and development activities. To ensure effective planning and better-informed responses in supporting the implementation of Liberia’s Pro-poor Agenda for Prosperity and Development, WFP’s Country Strategic Plan (2019-2023) is designed to align with the government’s priorities alongside the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2020-2024 to create better synergy of actions with sister UN agencies.

The current five-year development portfolio of WFP Liberia includes social protection safety nets, such as home-grown school feeding, livelihood and capacity strengthening support through its Food Assistance projects, stimulating local food production and support the Government in enhancing the efficiency of food value chains in Liberia. Including emergency preparedness and response.

WFP is leveraging school feeding with a solid HGSF component to deliver climate-smart livelihood support activities that provide smallholder farmers, particularly rural women, with reliable and sustainable markets. This includes strengthening vulnerable smallholder farmers’ resilience to climate-related and other recurrent shocks through the creation or regeneration of productive community assets.

WFP aims to strengthen food and nutrition security through school feeding, and social protection measures and assists in strengthening the national capacity of Liberia to own and implement hunger solutions.

The Programme officer position at WFP Country office is at the core of the planning, programming, and implementation of WFP’s food assistance interventions. WFP Liberia Country Office seeks potential candidate to support the programme team of the Country office.

What will you do in this position?

Projects planning, programming, appraisal, Identification and Implementation

  • Facilitate Planning, programming and implementation of food assistance programs including timely address/ resolve all the operational issues to prevent losses or delays.
  • Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported in time.
  • Facilitate in preparation and circulation of call for proposal and briefing to partners for any quarries/ clarification
  • Review/ analyze all the project proposals submitted by Cooperating Partners and other stakeholders based on project specific tools and criteria; propose recommendations for the selection of potential partners and its review by CO level review committee.
  • Facilitate in the process of review/ negotiation of proposed budget by the partners to finalise the FLA/ MOU for the review/ approval of CO Management.
  • Assist in providing operational guidance/orientation to CPs and WFP programme staff.
  • Provide technical support to CPs on project identification, formulation and implementation.
  • Facilitate targeting of beneficiaries following targeting guidelines/criteria and community based participatory methodology followed by registration of the selected beneficiaries under SCOPE platform
  • Support CPs & WFP staff to sensitize beneficiaries on details of project implementation.
  • Provide input for the Country Office Publications
  • Coordinate and liaison with Cooperating Partners and WFP sub-office on a regular basis for implementation, monitoring and reporting of programme activities;
  • Facilitate roll out of beneficiaries’ registration under SCOPE platform and implementation of e-transfer for all AO Programme beneficiaries

Capacity building/trainings

  • Assist in organizing all relevant trainings/ orientation for the capacity building of CPs, Government and WFP staffs on details of implementation of programme activities.
  • Assist Partners to strengthen their capacity in programme management and reporting

Coordination

  • Coordinate implementation of all Food assistance projects including Home grown School Feeding (HGSF), Social protection, Livelihood & Resilience projects in close collaboration with Cooperating Partners (CPs), Government counterpart, Field office, and community.

Monitoring and reporting

  • Facilitate to develop monthly M&E plan; Facilitate/Conduct site visits to assess the viability of the project proposals submitted by CPs;
  • Report on progress of programme activities and provide inputs for the CO reporting.
  • Assist in the preparation of all reports including monthly M&E report, baseline, distribution/post distribution monitoring and impact assessment report.
  • Assist in documentation of lessons learnt and best practices in HGSF and Livelihood programming.
  • Perform other related duties as required and agreed with Supervisor.
  • Perform other relevant duties as required.

Education:

Advanced University degree in Agricultural Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience & Knowledge:

  • Three years of progressively responsible work experience in a field relevant to planning Programming and implementation of different food assistance programme interventions.

  • Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, & Skills programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.

  • Knowledge of key national and regional contexts and issues.

  • Strong analytical and problem-solving skills.

  • Demonstrated ability to produce high-quality written outputs and ability to present in the English language.

  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.

Language: Fluency (level C) in English language.
