ORGANIZATIONAL CONTEXT

Under the direction of the Head of Programme, the Programme Policy Officer (PPO) for Gender, Protection and Accountability to Affected Populations (AAP) will be responsible for supporting WFP Addis Ababa to ensure alignment with, and achievement of, WFP’s commitment to gender, protection and AAP across all activities of WFP Ethiopia’s Country Strategic Plan. The PPO will provide strategic, operational and programmatic advice on the implementation of the policy on gender and protection policy approved by the WFP Executive Board, as well as ensure accountability to affected populations in line with the 2017 Inter-Agency Standing Committee’s (IASC’s) four commitments and WFP’s corporate AAP strategy.

The PPO will lead WFP Ethiopia’s efforts in mainstreaming gender, protection and AAP in all of its activities by closely coordinating with programme Activity Managers from different functional units in order to better respond to food and nutrition insecurity in Ethiopia. This includes ensuring that all areas of WFP are equipped through tailored capacity enhancement approaches, to sustainably integrate good practice in gender, protection and AAP across their operations and areas of responsibility. The PPO will supervise and oversee the work of seven staff members covering gender, protection, and the complaints-and-feedback mechanism (CFM).

JOB PURPOSE

The Deputy Head of Programme will provide supervision to ensure the achievement of the PPO’s workplan, while regional advisors on gender, protection, and AAP provide technical support. The PPO will work closely with the Gender Advisor, Activity Managers, Heads of Sub-Offices and established focal point networks relating to gender, protection and AAP.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead gender, protection, Accountability, Social Cohesion and Disability inclusion. Analyses of issues that are impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.

The PPO will lead and provide technical guidance in the analysis of gender, protection, accountability, social cohesion, and disability inclusion concerns impacting food insecurity and vice-versa, and gender and protection issues arising from WFP operations and presence to establish a replicable baseline for gender, protection, and accountability realities in the country. Thereafter, the PPO shall work with all relevant staff in developing responses, ensuring that these are integrated into WFP’s programme and operational activities. The PPO will also assist WFP Ethiopia in monitoring and evaluating gender and protection issues in the design and piloting of new activities and initiatives.

In line with the WFPs new Gender Policy (2022–2026), the PPO shall provide technical guidance on the preparation of the Country Gender Action Plan and its implementation; oversee and provide strong leadership support to strengthen the Gender Results Network (GRN) - a corporate mechanism established to support WFP in its goal to integrate gender into all its programs, activities, and operations.

Based on the analysis of gender and protection issues, the PPO will support WFP and its partners to develop responses and action points for the WFP Ethiopia for implementation of its activities. These responses may include programmatic actions, advocacy measures, partnership building and coordination enhancement activities. In this regard, the PPO shall work closely with WFP field staff; gender or protection-mandated and non-mandated agencies; WFP non-governmental organization (NGO) cooperating partners; and other relevant interlocutors on the ground.

  • Integrate gender and protection considerations relevant for food security and food assistance into WFP’s tools and processes.

The PPO will work with the Vulnerability Analysis and Mapping (VAM) and Monitoring and Evaluation teams in the WFP Ethiopia to integrate relevant gender and protection indicators into assessment and monitoring tools and support the roll out of the updated tools with WFP and partners at the field level. The PPO will also collaborate with relevant colleagues to ensure beneficiary registration processes are compliant with WFP’s corporate guidance on data protection and privacy. In addition, the PPO will work with Security and Logistics officers to ensure that any risks assessments for access and delivery take into account protection of beneficiaries. The work of the PPO will be well-coordinated with that of the Gender Advisor to ensure coherence and complementarity.

  • Build the capacity of WFP and Cooperating partners' staff

The PPO will lead or facilitate training and capacity building of staff and partners (including government partners) on: Gender, APP, effective feedback systems, CFM case management procedures, as well as: gender and protection analysis, response development and integration of these in WFP’s work. The PPO will also coordinate the equipping and capacity strengthening of the focal point networks relating to gender, protection and AAP, to ensure effectiveness in executing their roles. These include the PSEA Network focal points, GRN members, disability inclusion and the CFM focal points.

  • Oversee the Community Feedback and Response Mechanism (CFRM)

In line with the corporate standards, the PPO will provide technical guidance in operationalizing the CFRM scale-up strategy and management of budget, operating procedures, and systems. The PPO will also oversee the case management process - facilitating case resolution through internal and external referrals. The PPO will facilitate the preparation of or review of technical and analytical reports and dashboards, proposals, guidelines, and donor briefings on the CFRM and advocate for programmatic adjustments based on beneficiary feedback. The PPO will facilitate system evaluations and stakeholders’ surveys and guide efforts on corrective actions to improve internal controls.

  • Contribute to conflict sensitivity application and mainstreaming

The PPO will ensure the linkages of conflict sensitivity/peace to other cross-cutting themes. Thus, coordinate with and support the sub/field offices, programme teams, and other relevant units in WFP to integrate conflict analysis and conflict sensitivity risk assessment questions into other field assessments, as well as collaborate with peace and conflict focal points to deliver integrated approaches to risks.

  • Contribute to disability inclusion in the programme activity and mainstreaming

The PPO will be responsible for strengthening the disability-inclusive program activity process and is expected to attribute to designing an approach in remodeling WFP project implementation areas to be disability friendly, and the PPO has an ability in capturing the disability environment to develop a strong bond with the OPDs (Organization of Persons with Disabilities) PPO also will be responsible in the contextualization of policy and guideline to contribute for the disability mainstreaming process.

  • Inter-agency coordination and representation.

The PPO will assist WFP to develop, maintain and coordinate with other United Nations humanitarian agencies, NGO partners and other relevant interlocutors on assessments of current and emerging gender, protection and AAP issues and response planning. In particular, the PPO will assist WFP to strengthen its relationship with the Protection Network, PSEA Network and the Inter-Agency Accountability Working Group (IAAWG). The PPO will also foster relations with individual gender and protection actors to ensure complementarity with the overall strategy on protection. The PPO may, from time to time, represent WFP in inter-agency protection fora, and will provide advice to WFP staff who participate in such meetings at the national or field levels.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one of the following disciplines: law, human rights, political science, social sciences, international development, development economics, or other related fields.

Experience: At least seven years of solid, responsible, and relevant work experience in a humanitarian organization and dealing with complex humanitarian/emergency operations, gender, protection of civilians, conflict-sensitivity approaches, peace contribution, community feedback and response mechanisms (CFRM), and/or disability inclusion.

Languages: Fluency in oral and written English. Intermediate knowledge of another official United Nations language is an added advantage.

KNOWLEDGE AND SKILLS

  • In-depth knowledge of gender, humanitarian protection, sexual and other forms of gender-based violence, civil-military relations, and other humanitarian policy issues, and their linkage with humanitarian assistance.
  • Needs to have a foundation on disability and disability inclusion
  • Strong analytical, writing skills, and communication skills.
  • Sound knowledge and skills in training and facilitation.
  • Knowledge of United Nations system policies and functions of protection-mandated agencies.

The position requires an extensive engagement with multiple functional units and activity managers, field managers, partners, donors, U agencies, cluster agencies, civil society, etc. Therefore, candidates applying to this position are required to have managerial and leadership skills. Other critical experience and competencies required are: supervisory and team building skills, coordination and planning skills, analytical and negotiation, communication and presentation. as well as collaboration and effective engagement with a range of partners and on technical and remote field managers.

Oversee gender and protection mainstreaming in WFP Ethiopia and the complaints and feedback mechanisms in WFP Ethiopia, as well as, facilitate information provision to affected populations.
