Org. Setting and Reporting This position is located in the Support Partnerships Service (SPS) within the Division for Special Activities (DSA) in the Department of Operational Support (DOS). The DOS was established to provide end-to-end operational support advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

SPS is a dedicated support partnerships capacity to coordinate and maintain bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.

The Programme Management Officer reports to the Senior Programme Management Officer.

Responsibilities Within delegated authority, the Programme Planning Officer will be responsible for the following duties:

  • Coordinates and maintains bilateral and trilateral relationships with key partners outside the United Nations Secretariat, including regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.
  • Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Acts as focal point for researching, analyzing and presenting information gathered from diverse sources.
  • Coordinates policy development and documentation of best practices, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Collaborates with key officials inside and outside the Organization to foster and strengthen cooperation on major partnership-based operational support initiatives with non-Secretariat entities, including negotiation of agreements, and coordinates with relevant counterparts within the Secretariat as necessary.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, preparation of statements, speeches, background papers on cross-cutting policy and operational issues within DOS as well as in coordination with other departments.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinates activities for SPS in the areas of policy, budget, human and physical resources.
  • Performs other duties as required.

Education An Advanced university degree (Master’s degree or equivalent degree) in business/public administration, programme management, economics, political and social affairs or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience - A minimum of seven years of progressively responsible work experience in project or programme management, administration, or related areas is required.

  • Experience collaborating with partners on operational support issues in or with an international organization is required.

  • Experience in establishing and managing multi-stakeholder agreements is required.

  • Experience in documenting best practices and lessons learned is desirable.

  • Experience in a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), military, or other similar international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of a second official UN language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
