Programme Planning, Monitoring & Evaluation and Reporting Specialist

Eligibility criteria
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
Under the direct supervision of the Programme Officer, the duties of the Planning, Monitoring and Reporting Specialist will include but are not limited to the following:
Coordinate project reporting processes monitoring tool, monthly and quarterly reviews) and ensure preparation of timely project reports;
- Coordinate project-level planning processes;
- Implement the results monitoring system (monitoring tool, monthly and quarterly reviews) and ensure the implementation of the different Frameworks developed by UNMAS DRC programme in M&E, Risk Management, Knowledge Management, Quality Management by each project manager.
- Collect and analyze result-data and information (develop case studies, IMSMA Core);
- Ensure data information sharing on regular basis with MONUSCO SAGE Database;
- Participate and follow-up on the development, implementation and monitoring of the Comprehensive Planning and Performance Assessment System for DPO Missions including MONUSCO.
- Prepare draft budgets and project proposals for new projects and extensions of ongoing projects as required by the Programme Manager;
- Draft Programme Quarterly and Annual reports;
- Support/draft in donor reports and funding proposals, including ad hoc reports as required;
- Prepare periodic substantive reports for implementing partners against donor contributions, projects and activities;
- Provide logistical and substantive support for visits of external consultants/donors/stakeholders;
- Liaise with UN partner agencies, the National Mine Action Coordination Center (CCLAM) and donors in mine action in obtaining up to date information on potential funding and projects;
- Provide programme information to partner agencies, non-governmental organizations and contractors and UN agencies and MONUSCO;
- Maintain documentation of decisions and actions taken on programme issues and all M&E mechanisms including lessons learned and frameworks implementation issues;
- Facilitate and coordinate the missions and evaluations as well as provide feedback on evaluations produced and developped on programme management recommendations and actions matrices based on those evaluations.
- Any other duties as requested by the supervisor.
Qualifications/Requirements
Required degree level:
Master degree or equivalent
Education - Additional Comments:
Master´s Degree in Social Sciences, International Development, Justice or Human Rights. Post-graduate academic training in M&E and quantitative/qualitative research is an asset
- MS Offices applications including ability to create excel databases and produce graphs
- Web based management information systems
Familiarly with CPAS and SAGE is an asset
Required experience:
60 Months
Experience remark:
5 years of progressively advancing experience in project-level planning, monitoring and results management in public international organisations and private internationally operating organisations in the area of development.
Demonstrated experience in results-monitoring and implementation of systems and tools in the area of Results Based Management and monitoring and evaluation is a requirement.
Experience in projects working on community-outreach, the rule of law, security sector in post- conflict countries is an asset.
