Org. Setting and Reporting This position is located in the United Nations Development Coordination Office (UNDCO) Headquarters in New York.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

The incumbent reports to the Chief of the Policy and Innovation Section in the Policy and Programming Branch.

Responsibilities Within delegated authority the Programme Officer, UNSDCF Data Analytics will be responsible for the following:

  • Develops, updates and maintains databases in the United Nations Sustainable Development Group (UNSDG) website section.
  • Provides support for United Nations Development Assistance Framework (UNSDCF) data analysis.
  • Provides substantive analysis for annual UNSDCF desk reviews, including collecting, organizing and synthesizing available information.
  • Collaborates with platform managers and data analysts to ensure integrated research and data analytics and ensure improved knowledge management.
  • Provides back-stopping technical support to Resident Coordinator Offices (RCOs) and United Nations Country Teams (UNCTs) on UNSDCF analytics related matters.
  • Contributes through research and data analysis work to improve planning, policy formulation, decision-making and monitoring of Sustainable Development Goals (SDGs).
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Supports the development and upgrade of the RC System platforms and any communication tools related to them.
  • Contributes to the development of standard operating procedures and protocols required to ensure consistent systemwide support and roll-out of UNSDG Website section.
  • Produces regular analytical inputs on trends and issues emerging from research and analysis work.
  • Collaborates with other platform managers and data analysts to ensure integrated research and data analytics.
  • Ensures use of platforms to publicize priority issues and major events, including drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
  • Develops, updates and maintains databases used by the Branch.
  • Supports the branch with data and analytics on the work of Resident Coordinators (RCs), UNCTs and the UN Development System and external partners in supporting the implementation of the 2030 Agenda.
  • Prepares, on the basis of official UNSDCF documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.
  • Assists in selecting the information on UNSDCF-related issues for transmission to key constituencies.
  • Initiates and sustains professional relationships with key constituencies.
  • Acts as focal point on specific issues, monitoring and reporting on developments and responding to inquiries, etc.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Provides background reviews and research support to the Section on relevant matters.
  • Performs consulting assignments, in collaboration with other UNDOCO units, by planning and facilitating workshops and other interactive sessions; assists in developing the action plans that clients will use to manage the change.
  • Performs other duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in research and data analysis is required.

    A minimum of two years of experience in managing databases is required.

    Experience working with online platforms and database management in the context of international development is desirable.

    Experience using different data and analytical systems is desirable.

    Experience in project or programme management is desirable.

    Experience in the United Nations system or a comparable international organization is desirable.

    Experience in working with a multicultural team at country, regional and global levels is desirable.

    Experience with inter-agency or interorganizational collaboration in the development sector is desirable.

    Field experience in development cooperation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice This position is available for an initial period of six month. Extension of appointment is subject to the availability of funds.
