Org. Setting and Reporting This position is located in the Programme Office in Indonesia (POIDN) with duty station in Jakarta, under the Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Officer (Terrorism Prevention) will work under the direct supervision of the Programme Officer (Counter terrorism) based at ROSEAP in Bangkok (Thailand) and the substantive guidance of the Chief, Implementation Support Section I (ISS I), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA).

Responsibilities Within assigned authority, the Programme Officer (Terrorism Prevention) will be responsible for the following duties/tasks:

•Provide substantive expertise and support to the overall planning, implementation, monitoring and reporting of the UNODC technical assistance mandate on criminal justice responses to terrorism – including chemical, biological, radiological, nuclear (CBRN) terrorism and preventing and countering violent extremism (P/CVE) – in Southeast Asia, with a particular focus on Indonesia. •Review, research, analyse and present information gathered from diverse sources on matters pertaining to counter-terrorism (CT), CBRN terrorism and P/CVE. •Keep abreast with developments in the international and regional normative frameworks on CT, CBRN terrorism and P/CVE, as well as with emerging threats and operational trends, so as to support well-informed managerial decisions on programmes and projects’ design, implementation and monitoring. •Coordinate and liaise closely with government counterparts and other key stakeholders, including UN entities and other international and regional organizations, civil society and the private sector, when appropriate and as necessary, for the effective organization and delivery of technical assistance and capacity-building activities on CT, CBRN terrorism and P/CVE. •Participate, facilitate and/or provide substantive expertise at conferences, seminars, workshops, roundtable discussions, consultative meetings, and any other relevant fora on CT, CBRN terrorism and P/CVE-related matters, as instructed. •Provide substantive and operational guidance to Programme Associates, Programme Assistants, and external consultants supporting the implementation of projects under the incumbent’s purview. •Contribute to and/or prepare various written outputs such as briefing notes, concept notes, agendas, project proposals and progress reports, and exercise quality control over technical inputs to publications and other technical assistance tools. •Keep regular track of projects’ expenditures to ensure alignment with initial budget allocations. •Provide substantive support to promoting, developing and/or enhancing operational synergies with other UNODC global, regional and national initiatives in related areas of the organization’s mandate. •Contribute to enhanced collaboration and coordination with other UN bodies responsible for CT, CBRN terrorism and/or P/CVE issues. This includes being part of the coordination structure established at the UN Resident Coordinator’s Office in Jakarta to focus on those topics. •As directed, contribute to the organization’s outreach and resource-mobilization efforts. •Perform any other work-related duties as required/assigned.

Competencies Professionalism: Has demonstrated professional competence and expertise in the criminal justice aspects of terrorism prevention and closely related crime prevention and criminal justice issues, especially with respect to the legislative, judiciary, rule of law, international cooperation aspects. Has demonstrated competence and expertise in planning, coordinating and management support for technical assistance activities (especially needs analysis, programme conceptualization and write-up; programme coordination, liaison and reporting; and budgetary and financial monitoring). Is able to contribute to designing, organizing and conducting technical assistance activities. Has knowledge of the mandate of the United Nations Office on Drugs and Crime in terrorism prevention. Has sound analytical skills and is able to identify problems and to contribute to problem-solving. Shows commitment to the achieving highest quality outputs, timeliness, conscientiousness, attention to detail and ability to bring matters to closure. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations or closely related fields, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible and directly relevant professional experience in terrorism prevention and/or preventing and countering violent extremism (P/CVE) is required. Experience in planning, coordinating and implementing technical assistance activities in the field is required. Experience in understanding/addressing, through research or technical assistance projects, the factors leading to violent extremism and to terrorism is required. Working experience with governmental or intergovernmental organizations on preventing and countering violent extremism (P/CVE), terrorism prevention and/or chemical, biological, radiological, nuclear (CBRN) terrorism issues is desirable. Experience on the nexus between crime and terrorism, through research or technical assistance projects, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

Special Notice This position is temporarily available until 14 April 2022. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
