Org. Setting and Reporting The position is located at the Office for Gulf Cooperation Council Region (OGCCR) of the United Nations Office on Drugs and Crime (UNODC) in Abu Dhabi, United Arab Emirates (UAE). Under the direct supervision of the UNODC Representative for the Gulf Cooperation Council Region and the substantive guidance of the Chief, Implementation Support Section III (ISS III), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), the Programme Officer (Terrorism Prevention) will work in close coordination with TPB/ISS III Section Chief (or Officer in Charge).

Responsibilities The focus of this position is to provide substantive expertise for the planning, implementation, monitoring and evaluation of the UNODC technical assistance programme in strengthening the legal regime against terrorism in the Middle East and North Africa (MENA) region, with a focus on the Gulf Cooperation Council Region. The incumbent will also be working on planning, coordinating, leading and/or providing substantive technical assistance, expertise and advice, including capacity building and training, in connection with the ‘Strategic Partnership with the GCC Countries’ and related programme framework. Within assigned authority, the Programme Officer (Terrorism Prevention) will be responsible for the following duties:

•Provide substantive expertise in criminal justice aspects of terrorism prevention, especially with respect to the legislative, judiciary, rule of law and other crime prevention and criminal justice dimensions and related international cooperation. •Serve as focal point/liaison officer for specialized terrorism and crime prevention programmes/projects, in particular, under the project entitled “Establishment of the UNODC Office for the Gulf Cooperation Council Region (OGCCR)” (AREU51), in full compliance with the overall substantive and operational guidance provided by UNODC. •Plan and implement substantive and organizational activities for the implementation of technical assistance activities within the framework of the global project “Strengthening the Legal Regime against Terrorism”, provide technical inputs to the implementation of law enforcement related projects in connection with the ‘Strategic Partnership with the GCC Countries’ and related programme framework. •Identify, conceptualize, propose, design and carry-out substantive legal and other assistance to enable the strengthening of the legal regime against terrorism in the Middle East and North Africa, with a focus on the Gulf Cooperation Council Region, under the guidance of the Chief of ISS III, TPB. Prepare and conduct related technical briefings. •Coordinate and supervise related services of external experts as required. •Prepare for, and service, regional seminars and conferences, technical meetings and trainings aimed at enhancing regional cooperation related to strengthening the legal regime against terrorism in the Middle East and North Africa, with a focus on the Gulf Cooperation Council Region. •Contribute to technical documents related to the prevention and suppression of terrorism in the Middle East and North Africa, with a focus on the Gulf Cooperation Council Region. •Provide advice for the formulation and implementation of policies and programmes related to terrorism prevention in the Middle East and North Africa, with a focus on the Gulf Cooperation Council Region; identify gaps in national legislation and support authorities in taking national measures for the ratification and implementation of the international instruments. •Undertake consultations with officials of governments and international organizations and funding institutions; participate in international, regional or national meetings and provide substantive expertise on specific issues; maintain and where appropriate enhance, established institutional links, with a focus on the Gulf Cooperation Council Region. •Provide inputs for policy and programming for the planning and implementation of the mandated tasks of the Branch in the Middle East and North Africa, including formulating related recommendations for consideration by senior managers. •Contribute to, and develop project proposals, in compliance with UNODC standards and formats, in support of ongoing relevant terrorism prevention projects and efforts in the Middle East and North Africa, with a focus on the Gulf Cooperation Council Region. •Contribute to mobilizing policy and funding support for UNODC’s terrorism prevention programme of work for the Middle East and North Africa region, with a focus on the Gulf Cooperation Council Region, as appropriate, including extra-budgetary voluntary contributions. •Provide guidance to human and contribute to the management of financial resources allocated to the area of work by carrying-out programmatic/administrative tasks necessary for the achievement of expected results in the area of terrorism prevention, including preparation of inputs for budget programme performance reports and inputs for results-based budgeting and results-based management. •Perform other duties, as required.

    Education An advanced university degree (Master’s degree or equivalent) in international law or criminal law, political science or international relations is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialization in legal and related aspects of terrorism prevention and their international dimensions is desirable.

    Work Experience A minimum of seven years of relevant progressively responsible professional experience in crime prevention and criminal justice matters with a focus on terrorism, rule of law or closely related issues is required. Work experience in technical assistance activities, including project management, is required. Experience in the provision of policy advice and development and management of programmes in the field of countering terrorism is desirable. Working experience with national legislation is desirable. Working experience in the Middle East and North Africa desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
