Org. Setting and Reporting This position is located in the Programmes Team of the United Nations Global Compact Office (UNGCO) at Headquarters in New York. The focus of this position covers Human Rights, Labour, and Gender. The incumbent reports to the Senior Programme Officer (Programmes).

The United Nations Global Compact is the United Nations' voluntary corporate sustainability initiative in the areas of human rights, labour, the environment, and anti-corruption. It revolves around ten universal principles drawn from four key international instruments in these areas. The Global Compact Office is the United Nations entity responsible for the overall management and coordination of the Global Compact initiative. It pursues two complementary objectives: (1) making the Global Compact and its principles part of business strategy and operations everywhere; and (2) facilitating cooperation among key stakeholders by promoting partnerships and collective action in support of the United Nations (UN), and the United Nations Sustainable Development Goals (SDGs).This position is located in the United Nations Global Compact Office in New York, which is the world’s largest corporate sustainability initiative that seeks to advance universal principles on human rights, labour, environment and anti-corruption through the active engagement of the private sector and civil society.

Responsibilities Within delegated authority, the Programme Officer (Social Sustainability) will be responsible for the following duties:

  • Develops, implements and evaluates programmes/projects on human rights, labour, and gender equality at the global level, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

  • Performs consulting assignments, in collaboration with the private sector, United Nations, civil society and other key stakeholders, by planning, facilitating workshops, through other interactive sessions and assisting in developing the action plan for Global Compact Local Networks and companies to mainstream gender equality and strengthen respect for the United Nations Global Compacts’ human rights and labour principles.

  • Researches, analyzes and presents information gathered from diverse sources.

  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on business and human rights, labour rights and gender equality and intersectionality with the Sustainable Development Goals.

  • Generates survey initiatives on the uptake of human rights and labour principles and gender dimensions; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.

  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications on business and human rights and labour topics, gender equality and interlinkages to the 2030 Agenda on Sustainable Development.

  • Provides substantive backstopping to consultative and other meetings, conferences on labour related issues, business and human rights including gender equality by proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations to mobilize business to implement the human rights and labour principles, advance decent work for all workers and advance gender equality.

  • Facilitate discussions on strategic social sustainability issue areas in strategic meetings.

  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

  • Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

    Education Advanced university degree (Master’s degree or equivalent) in international affairs, law, economics, political science or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience - A minimum of seven years of progressively responsible experience in programme/project management in the field of social sustainability, including but not limited to labour, human rights, and gender, or other related area is required.

    • Experience collaborating with both public and private sectors on labour, human rights, and gender equality, is required.

    • Experience in resource mobilization is desirable.

    • Experience in partnership building to advance corporate sustainability issues is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
