How can you make a difference?

Key Responsibilities

The major tasks and outputs related to the social aspects of the Environmental and Social Management Framework (ESMF) will include but not be limited to:

1. Implementation of the PSEA/SH Action Plan for health and Emergency Projects

  • Provide support in developing Code of Conduct
  • Support the development of roll-out plan for CoC in coordination with implementing partners
  • Support the development of PSEA/SH training and sensitization materials by implementing partners
  • Provide support to the ToT model for cascading trainings at all levels
  • Supervise on-ground implementation of CoC
  • Support conducting periodic PSEA/SH Safety Audit
  • Disseminate key Safety Audit findings with implementing partners and key stakeholders
  • Coordinate information regarding referrals points for GBV/PSEAH for the targeted Health Facilities and share contact points with implementing partners’ focal persons
  • Provide support in developing training package for health community cadres (MHT, CHWs, Nutrition counsellors) on how to provide first-line response (Psychological first aid) and how to do safe referrals
  • Provide support in developing awareness materials for local communities on PSEA/SH and GBV including available services, available reporting mechanisms
  • Work closely with Safeguards and GRM (Grievance Redress Mechanism) teams and provide input to ensure that the GRM is responsive to PSEA/SH related complaint.
  • Provide inputs for quarterly reports on PSEA/SH GRM
  • Support development of ToR and M&E plan for PSEA/SH Technical Working Group at National and Provincial levels
  • Support coordination of Technical meeting on PSEA/SH at national and provincial level once every quarter
  • Provide inputs for development of quarterly and annual reports on the implementation of SEA/SH Action plan for both the projects

2. Capacity building and system strengthening on PSEA/SH of the country office, its partners and subcontractors/suppliers.

  • Support the identification of PSEA capacities gaps of HER and EERA partners in preventing and responding to SEA allegations/complaints in line with World Bank SEA/SH Action Plan, international best practice and UNICEF standards, in particular the UN Common PSEA Capacity Assessment Tool.
  • Define a risk mitigation strategy for HER and EERA partners, including a comprehensive plan for capacity-building (i.e. training, revision of documentation, support to operationalize safe complaint handling mechanisms) and monitoring on PSEA focusing in particular on awareness-raising to beneficiaries on complaint mechanisms, provision of adequate victim assistance and referrals, as well as investigations.
  • Support development of sustainable internal capacity to adequately manage risks of SEA/SH in implementing partnerships, including risk identification, PSEA capacity building and monitoring.

3. Support Appropriate Reporting and response PSEA/SH allegations

  • Ensure that all information pertaining to complaints is handled and referred strictly in line with agreed protocols: the internal UNICEF Notification Alert and inter-agency information sharing procedure agreed with the PSEA Task Force;
  • Support the team in identification of good practices, challenges and opportunities for improvement in relation to the quality of complaint handling, in particular assistance provision and follow up provided to survivors of SEA by ACO and ACO’s partners.

4. Project Monitoring & Reporting

  • Monitor compliance of UNICEF and implementing partners with PSEA/SH Action Plan and other applicable SEA/SH related guidelines.
  • Undertake site visits during project execution and operation to assess how PSEA/SH mitigation measures are succeeding or have succeeded in minimizing impacts.
  • Undertake follow up monitoring to ensure that proposed GBV/PSEA risk mitigation measures are implemented according to the ESCP, ESMF and ESMPs.
  • Provide technical support to the project and result-based monitoring and evaluation.

6. SEA/SH Knowledge Management

  • Document lessons learned, experiences and case studies from project implementation to inform capacity development trainings as well as address gaps and refine project procedures.
  • Closely provide assistance and deliver capacity building training to the field teams to close knowledge/skill gaps and minimize the likelihood of risks to happen to sub projects
  • Carry out training on integrating GBV/SEA/SH principles in HER, EERA and other projects requiring such support.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: Social Work, Psychology, Sociology, Gender Studies or any other relevant field.
  • A minimum of two years of technical experience in the area of Gender Based Violence (GBV), including implementing Sexual Exploitation and Abuse (SEA) and sexual Harassment (SH) frameworks in Afghanistan.
  • Demonstrated experience of working directly with women and children who are survivors of GBV/SE/SH and can demonstrate (and therefore impart) an understanding of a survivor-centered approach within PSEA framework.
  • Experience with grievance redress mechanisms including understanding of how GBV survivor centered principles are applied within such reporting structures and processes.
  • Demonstrated experience in delivering successful training sessions and facilitating meetings.
  • Excellent communication skills, including writing, training and presentation skills.
  • Demonstrated experience and familiarity with Safety Auditing gained through GBV programming experience.
  • Strong analytical skills and practical experience with participatory processes of stakeholder engagement and ability to integrate social development considerations in an operational context.
  • Willingness to extensively travel to provinces in Afghanistan and willingness to spend 50% of her/his time in the Project implementation sites.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
