Organizational Setting The Office of Climate Change, Biodiversity and Environment (OCB) promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to the United Nations Framework Convention on Climate Change Conferences (UNFCCC), Commission on Biological Diversity (CBD) and topics on bioenergy as well as on Globally Important Agricultural Heritage Systems (GIAHS), ecosystem restoration and green and climate resilient agriculture.

The position is located in the Office of Climate Change, Biodiversity and Environment (OCB) at FAO headquarters in Rome, Italy.

Reporting Lines The Programme Officer (Programme Hub) reports to the Director, OCB.

Technical Focus Supports the development and coordination of overarching OCB policies and related outputs and assists the development and implementation of OCB wide initiatives that are aligned with, and contribute to, the delivery of the FAO Strategic Framework and the four betters. The Programme Officer (Programme Hub) works in close collaboration with OCB Team Leaders and supports the Director, OCB to ensure a coherent strategic approach across OCB, high quality outputs for reporting and other purposes and clear policy messaging on climate change, biodiversity, environment and related financing which contribute to the achievement of the 20 corporate Programme Priority Areas (PPAs).

Key Results Develops, implements, evaluates, effective leadership and management of major projects and teams in accordance with Office objectives and the FAO Strategic Framework.

Key Functions • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action. • Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyses and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies. • Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions • Supports the development and coordination of overarching OCB policies, key support services and related outputs. • Analyses information, data and statistics and related policy issues, in regards to climate change, biodiversity and environment, including related innovations that may support the delivery of OCB products and services. • Coordinates the development of strategic OCB wide or multi Team areas of work, including policy integration and establishing joint initiatives with other FAO and external entities. • Produces a variety of technical information and reports as well as inputs for technical documents and web pages. • Develops repository of OCB policy, programme and project results and case studies to support responses to incoming assistance requests. • Establishes and supports multidisciplinary teams and working groups and acts as OCB focal point for cross OCB initiatives and FAO wide engagements, strengthening effective linkages and partnerships to ensure technical quality in programme and project activities. • Supports the coordinating role of OCB throughout FAO headquarters and Decentralized Offices focusing on strengthening collaboration and communication on FAO’s role and action on climate change, biodiversity and environment. • Coordinates the preparation of high-quality inputs for the Director, OCB, Director-General, Deputy Director-General briefing notes, policy guidance, reports, and speeches drawing on inputs and materials from across the OCB teams.

Minimum Requirements • Advanced university degree in business administration or public administration, environmental/agricultural sciences, social science, political science or a related field. • Seven years of relevant experience in project or programme management, administration or related area. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable. • Extensive experience in technical coordination and strategic policy positioning in the fields of climate change, biodiversity, environment, agriculture and/or sustainable development including in international organizations. • Depth of knowledge regarding trends and challenges in the field of climate change, biodiversity and environment in the context of the Sustainable Development Goals (SDGs). • Relevance and extent of experience in inter agency and interdepartmental coordination and technical cooperation–related activities, policy advice and analysis relating to climate change, biodiversity, environment and/or sustainable development, monitoring and evaluation of policies and programmes. • Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams. • Experience in the collection and analysis of data on complex environmental issues to develop guidance, policy and strategies for different stakeholders to support sustainable transitions. • Strong ability in strategic planning, conceptualization and production of technical policy briefs, policy guidance and strategies.
