Org. Setting and Reporting

This position is located in the Regional Office for South-Eastern Europe (ROSEE) – Passenger and Cargo Border Team (PCBT) implementing the Container Control Programme (CCP) and the Airport Communication Programme (AIRCOP) with duty station in Istanbul, Türkiye, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). PCBT operates under the Border Management Branch (BMB)/DO and the incumbent will work under the direct supervision of the Senior Law Enforcement Expert (Drug Control and Crime Prevention, Head of AIRCOP and Container Control Programme - Passenger and Cargo Border Team) and the PCBT Programme Officer, ROSEE, as well as the overall supervision of the Representative, ROSEE. Responsibilities

The focus of the PCBT is to assist law enforcement agencies to identify and inspect high-risk passengers and cargo. Within assigned authority, the Programme Officer (PCBT) will work in the Programme Management Team in Istanbul and support the implementation and backstopping of CCP and AIRCOP, in accordance with UNODC rules and regulations. The incumbent will, in particular, perform the following specific tasks: • Contribute to the planning, coordination and implementation of project strategies and activities as outlined in the project documents for CCP and AIRCOP. • Support the coordination and backstopping operational PCBT activities related to crimes that affect the environment, in particular crimes in the fisheries sector and waste trafficking. • Backstop and act as PCBT HQ focal point for PCBT in the Latin America and the Caribbean (LAC) region. • Coordinate and backstop PCBT’s fund-raising and reporting related to Strategic Trade and Export Control (STEC). • Contribute to fund-raising and liaise with donor countries, including the drafting of funding proposals and concept notes for donors as well as narrative and financial reporting requirements. • Expedite and endorse submissions according to UNODC procedures and the project document, ensure timely project reviews, revisions, monitoring and completion of related reporting obligations, etc.. • Guide and liaise with consultants, project personnel, donors, institutions and counterparts in countries concerned towards the achievement of project objectives. • Participate in the coordination and preparation of communication materials (brochures, website, social media accounts, posters, etc.) in support of the PCBT; disseminate PCBT-related materials to governments, NGOs and the general public. • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes and reports. • Review legal documents, including Memoranda of Understanding and funding agreements, to ensure compliance with UNODC guidelines and policies. • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations. • Contribute to managing PCBT’s human resources processes, including the preparation of terms of reference for PCBT staff and international consultants/experts and the identification of possible candidates. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in criminology, political science, international relations, security studies or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in international project management or project administration in criminal justice, law enforcement, border management or related area is required. Work experience in programme development and fundraising is required. Work experience in technical assistance in the area of supply chain security, passenger/cargo control and related crimes that affect the environment is required. Work experience implementing or backstopping projects with counterparts in the field is desirable. Work experience within the United Nations system or a similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations. For the post advertised, fluency in English is required. Fluency in Spanish is desirable. Working knowledge of French is desirable. Knowledge of other United Nations official languages is an advantage.
