Org. Setting and Reporting

The post is located in Dushanbe, Programme Office in Tajikistan (POTAJ), operating under the Regional Office for Central Asia (ROCA), based in Tashkent, Uzbekistan. The incumbent will work under the direct supervision of the Regional Programme Coordinator, Passenger and Cargo Border Team (PCBT), in Central Asia and the overall supervision of the Regional Representative, ROCA, as well as under the overall guidance of the Head of the PCBT. The focus of the PCBT is to assist law enforcement agencies to identify and inspect high-risk cargo and passengers. For more information on UNODC, please visit the following website: www.unodc.org.

Responsibilities

The incumbent will support the PCBT Regional Programme Coordinator for Central Asia in the delivery of national, regional and interregional activities associated with the development, promotion, coordination and implementation of PCBT in the participating countries of the Programme. The incumbent will undertake the following specific tasks: • Provide substantive expertise and support to promote regional/interregional cooperation efforts, including maintaining and further developing regional cooperation mechanisms and tools on identifying and supressing high-risk consignments and passengers and supporting the PCBT Inter-Regional Network of Customs Authorities and Port Control Units (IREN) (including the following countries: Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, Ukraine and Uzbekistan) as well as the Regional High-Risk Cargo Alert System (RECASYS); • Conduct assessments of status and perspectives of existing regional tools in the risk-based approaches to targeting of high-risk consignments and passengers; • Design work plans for the timely achievement of the IREN and RECASYS objectives; • Guide and orient the efforts and contributions of consultants, programme personnel, donors, institutions and counterparts in countries concerned towards the achievement of the programme objectives, related to IREN and RECASYS; • Support the implementation of PCBT activities at the national and regional levels; • Organize technical needs assessments, expert and policy level meetings, training courses, seminars, working groups, and workshops in coordination with the UNODC programme partners, the World Customs Organization, Interpol and ICAO; • Ensure effective financial management, monitoring and reporting of the assigned segments of the programme budget; • Undertake general and administrative arrangements, including preparing funding proposals, and liaising with national authorities, international organizations and donors; • Prepare as directed, jointly with programme staff, all necessary programme progress reports and programme segment implementation delivery rate reports; • Coordinate as required the preparation of information materials (brochures, website, posters, etc.) in support of the Passenger and Cargo Border Team; disseminate PCBT-related materials to governments, donors, NGOs and the general public; • Promote UNODC’s menu of services and portfolio growth under all mandate areas; • Perform other work-related duties as required.

Advanced university degree (Master’s degree or equivalent) in law, social science, criminology or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant progressively responsible professional work experience in the area of programme/project management, of which at least two years at the international level, is required. Experience with technical assistance delivery in the area of border management, trade supply chain security or a related area is required. Experience in strengthening regional law enforcement cooperation is required. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Russian is required. Knowledge of one or more languages of the PCBT IREN countries (Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, Ukraine and Uzbekistan) is desirable. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

This position is funded by extra budgetary resources. This project position is temporarily available for three months.
