Org. Setting and Reporting The Sustainable Development Goals (SDGs) provide an opportunity for delivering change, with women’s empowerment as a prerequisite for achieving the Goals. The Women and Trade programme delivers on ITC’s commitment to the SDGs, particularly Goal 5 (achieving gender equality and empowering women) and Goal 8 (inclusive and sustainable economic growth). The International Trade Centre (ITC) launched the SheTrades Initiative to ensure that the right capacities and conditions are present to foster inclusive and sustainable trade. Within the framework of the initiative, the outputs of the programme are: - Facilitating the improvement of the policy and regulatory environment in which women entrepreneurs operate - Strengthening the institutional support framework and improve trade related support to women entrepreneurs - Developing sectors critical to the economic empowerment of women producers in target countries - Enhancing women entrepreneurs’ capacity and the competitiveness of their products and services - Making buyers and partners (including investors) more accessible to women entrepreneurs

Responsibilities Under the direct supervision of the Senior Programme Officer, and within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects and initiatives, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Identifies, develops and manages partnerships with stakeholders including the private sector and other organizations to support the achievement of ITC’s programme on economic empowerment of women.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)
  • Performs other duties as required.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.

A first-level university degree in the areas mentioned above in combination with seven years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant experience in project or programme management, administration or related area is required.

Experience developing complex partnerships with the private sector is desirable.

Experience working in the area women’s economic empowerment and of developing and/or implementing women and trade projects is desirable.

Languages Fluency in English required. Knowledge of French or Spanish (both oral and written) is an advantage.

Assessment Assessment will be undertaken through a comparative analysis of the applications. The assessment may also include a competency-based interview and/or other appropriate evaluation mechanisms.

Special Notice The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for an initial 08 months depending on actual start date and may be subject to extension.
