Duty Station [Aden -Yemen]

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job:

Overall purpose of the role:

This role sits within the newly created Partnerships & Localisation team in DRC Yemen. The position holder will be responsible for working directly with civil society organisations in the south of Yemen in the administrative management of sub-grants, developing effective relations and communications with all partners, and supporting the Partnerships Specialists in establishing and strengthening partnership systems and processes that are contexutally relevant to Yemen. This position holder will also support the direct training and mentorship of national NGO staff in line with the goals of DRC’s 2025 strategy. This position offers many opportunities for learning and development and the postholder should be enthusiastic about professional development and building their own knowledge and skills. This position works closely with the Partnership Specialists and with a Partnership Officer in the North. Field travel is required to support CSOs across the south of Yemen. The postholder must be dedicated to supporting local organizations to strengthen programming and passionate about localisation in Yemen.

Responsibilities:

Partner Liaison

  • Support pre-award due diligence of potential partners use DRC due diligence tools
  • Liaise with local authorities as needed throughout partner selection process
  • Assist Partnerships team in partner selection process by drafting Request for Application documents, performing an initial assessment of partners proposals, arranging selection committee meetings, and recording meeting notes and pre-award due diligence process
  • Support in developing and updating the tracking tools and templates for effective partnership management
  • Review partner budgets and ensure that the budget costs are justified and aligned with program activities
  • Support positive and productive relations with selected NNGOs across the country

Coordination

  • Coordinate with the Finance team to ensure partners' liquidity and advances for the smooth running of partners' financial reporting
  • Maintain effective coordination with the program colleagues to track partner’s program activities
  • Ensure that timely and reliable sub-grants administration support is provided to all units within the office
  • Maintain regular and effective coordination with partner organizations to ensure smooth implementation of project activities and closeout

Capacity Assessments and Capacity Development

  • Support Specialists in capcity assessment of partners and the design of capacity development plans
  • Support the development of relevant and high-quality capacity development materials including editing, formatting, and dissemination
  • Support Specialists on drafting global organization policies & processes adapted to Yemen context for partners
  • Lead on planning and support delivery of all capacity building trainings including liaising with participants before, during, and after the trainings
  • Lead on administrative arrangements for trainings and workshops including venue, accommodation, and transport
  • Print and collate all training materials and support materials
  • Provide support for online and face to face training, including technical support for online learning events
  • Procurement of supplies for all capacity building activities

Accountability, Compliance, and Reporting

  • Work closely with QA team to gather impact stories and MEAL data from NNGO partners for both donor reports and partner projects
  • Work closely with the Specialists to document the impact and lessons learned of activities, including collating and summarising data
  • Provide input for monthly, quarterly and annual donor reports
  • Work closely with Finance colleagues to collate and verify partner expenditures against sub grant agreements
  • Monitor sub-grant compliance of partner organizations with the DRC & Donors rule & regulations
  • Provide periodic orientation to partner’s staff on compliance requirements, financial management of sub-grants etc.
  • Draft sub-grant agreements and amendments of partners in compliance with DRC rules and regulations. Also, ensure proper program description and responsibility determination for partners
  • Provide translation support for partner reports and documents for donor reporting purposes

Archiving

  • Keep computerised records which can easily track all partners, which includes capcity assessments, training plans and training material
  • Keep manual records of all partners of capacity assessments, trainings conducted, etc.

About you

To be successful in this role you must have:

Experience and technical competencies:

  • At least 3 years’ experience working or volunteering with an INGO or NNGO in a similar role
  • Experience in administration or event logistics
  • Experience dealing with national NGOs or CBOs
  • Experience with financial auditing is an advantage
  • Experience with major donors is an advantage (ECHO, YHF, DANIDA, UN, etc.)
  • Proficient in MS Office, especially Excel
  • Full professional proficiency in English and Arabic
  • Professional background in working in contexts with internally displaced persons and/or refugees, experience working in multicultural work settings, or experience with training is desirable

Required qualifications:

Education :

  • Degree in political science, international development, economics or other relevant field is desirable

Languages:

  • Full professional proficiency in English
  • Fluency in written and spoken Arabic

We offer

DRC will offer the successful applicant a contract until June 2023, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Aden.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (H2 Non-Manager) and will be reporting to Programme Manager - Partnerships.
