For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Purpose of the Assignment: Under the supervision and guidance of Programme Officer in Lebanon (PPL), the incumbent will support the Palestinian Programme in Lebanon to implement, monitor, and report on the planned activities and results in the Area Programme Document (APD) and the Annual Work Plan (AWP) for the programme aligned with country/area programme and goals and provide technical support to the programme ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

UNICEF’s Area Programme for Palestinian children aims to further the realization of children’s rights, improve access to basic services, strengthen the protective environment and promote social inclusion of Palestinian children and women in Lebanon, Syria, Jordan and State of Palestine. The Palestinian Programme in Lebanon contributes to improving the lives of Palestine refugees by providing programmatic interventions in partnership with UNRWA and a consortium of NGOs, in areas not covered (or covered only marginally) by UNRWA. UNICEF supports the following interventions in the Palestinian camps and gatherings: • Early Childhood Education and Development, • Non-Formal Education, • Community-Based Child Protection and Psychosocial Support, • Technical and Vocational Education and Training and Life Skills programming • Community-based WASH activities • Health and Nutrition interventions

Within the delegated authority and under the supervision of Chief Palestinian Programme or his designated mandated representatives, the Programme Officer (UN Volunteer) will:

  1. Education Programme Development and Management • Provide professional technical assistance in the preparation of the Situation Analysis for the education programme development and management by collecting and analyzing data and monitoring implementation progress. • Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country level socio-political-economic trends and their implications for ongoing programmes and projects. • Draft or prepare programme work plans as required. • Propose adjustments/changes in the education work plans. • Propose program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices for supervisor.

  2. Education Programme Monitoring: • Undertake field visits to UNICEF-supported projects in the Palestinian camps and gatherings to monitor the implementation of the education projects and report information for supervisor on agreed performance indicators to drive more efficient management and accountability for result. • Participate in Mid-Year and Annual reviews meetings with partners and government counterparts. • Contribute to the annual PPL status report in a timely manner, as required.

  3. Knowledge Management: • Contribute to the PPL by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate. • Participate in the preparation of, and making professional contribution to, the preparation of PPL reports required for the management.

education within Palestinian camps and gatherings in Lebanon is required. • Experience with UN Agencies or international development organizations is an asset. • Field work experience is considered as an asset. • Background/familiarity with emergency is an asset. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in Palestinian Programme, volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut, Lebanon as duty station. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
