Organizational Setting The Logistics Service Division (CSL) provides advice, guidance, and oversight for FAO logistics operations both at headquarters and in FAO Decentralized Offices; it provides policy and operational support to ensure that the Organization's administrative services function effectively and efficiently. The post is located in the Logistics Services Division, CSL, at FAO headquarters in Rome, Italy.

Reporting Lines The Programme Officer (Organizational Resilience Management System) reports to the Senior Programme Officer, CSLD under the overall guidance of the Director, CSLD.

Technical Focus Develop, implement, evaluate, effectively support management of the organizational resilience coordination function, interagency collaboration on business continuity management. Ensure compliance with FAO's established policies and procedures and reflect best practices to support the delivery of efficient business continuity management and Organizational Resilience Management System (ORMS) coordination in line with the UN wide best practices and FAO rules, regulations and procedures. Develop, implement, evaluate, effectively support management of the organizational resilience coordination function, interagency collaboration on business continuity management. Ensure compliance with FAO's established policies and procedures and reflect best practices to support the delivery of efficient business continuity management and ORMS coordination in line with the UN wide best practices and governing Manual Section 114 (MS114).

Key Results Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation. • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc. • Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions • Supports coordination of the activities related to ORMS (preparation and submissions, progress reports and prepares related documents/reports for high level interagency events including planning of required resources. • Collaborates in strategic thinking and related plans to further develop and facilitate implementation of business continuity management and ORMS-related activities. • Contributes to policy development and maintains up to date FAO Manual Section and ORMS Handbook resources, including the review of ongoing processes, needs analysis of effectiveness of Business Continuity Plans (BCPs), crises simulation exercises, and capturing lessons learnt. • Collects, analyses and provides written inputs and prepares background papers and reports for high level events (High-Level Committee on Management (HLCM), FAO Governing Bodies, Joint Inspection Unit (JIU). • Supports the coordination of cross-cutting activities, with specific focus on Decentralized Offices business continuity support, ensuring synergies amongst units, aiming for achievement of efficiencies and quality results in line with the division's programme of work and budget and tasks. • Performs other related duties as required.

Minimum Requirements • Advanced university degree in business administration or public administration, social science, political science, international development, international relations or a related field. • Five years of relevant experience in project or programme management and administration including organizational resilience management. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in the field of administration, business operations, organizational resilience management system, business continuity management in international organization(s). • Extent and relevance of experience in business continuity management, policy formulation, analysis, planning and implementation. • Extent of knowledge of UN Organizational Resilience Management standards and compliance planning and delivery of targeted events, review of processes is considered an asset. • Extent of experience in business impact analysis, mapping of critical functions for effective business continuity management, crises simulation, tabletop exercises, Maintenance, Exercise, and Review (ME-R) for Business Continuity (BC) improvements. • Professional certification in business continuity management is an asset.
