Org. Setting and Reporting Within the International Trade Centre, the Institutions and Ecosystems Section of the Division of Enterprise Competitiveness and Institutions provides solutions to business support organizations (BSOs) in developing countries and economies in transition. High performing institutions act as multipliers for ITC projects. As delivery partners as well as beneficiaries they improve reach and scale of projects, and transfer knowledge and capacity to local actors for lasting impact. The Institutions and Ecosystems Programme delivers directly to Sustainable Development Goal (SDG) 8 and SDG 16 and indirectly to SDGs 1, 2,4,5,9,10,12, and 17. This role brings specialized expertise and networks in support of one or more projects with a focus on foreign direct investment promotion and attraction as well as less specialized assessment and capacity building tasks as needed.

Responsibilities Under the direct supervision of Senior Programme Officer and the general guidance of Chief Institutions and Ecosystems, the incumbent will be responsible for the following duties:

  • Participates in the adaptation, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; applies ITC methodologies to identify problems and issues to be addressed for business support organizations (in particular Investment Promotion Agencies) and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by carrying out organizational assessments, planning and conducting workshops, including coaching and other activities in support of organizational excellence in investment promotion and attraction.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. mission and event reports, assessment reports, investment profiles
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Takes responsibility for developing and supporting institutional networks, with a focus on networks of Investment Promotion Agencies, including identifying and sharing good practice.
  • Contributes to the overall work by ITC to increase quality FDI in beneficiary countries and to improve access to finance for MSMEs.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Knowledge of Institutional, socio-economic and policy factors that affect the ability of a region, country or sector to attract foreign direct investment. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as organizational development or international relations.

Note: A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of experience in project or programme management, administration or related area such as foreign direct investment is required.

Experience advising public and private sector economic actors involved in investment promotion in a diverse global context is required.

Experience delivering missions or events in support of foreign direct investment or trade is required.

Experience working with developing and transition economies is required.

Languages For the position advertised, fluency in English is required; and knowledge of French or Spanish (oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
