Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

•Nuclear Security of Materials Outside of Regulatory Control Section •Nuclear Security of Materials and Facilities Section •Information Management Section •Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments, facilitating nuclear security working and advisory groups, and providing Divisional communications and outreach support. The Section assists in human resource development in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division’s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

The Programme, Budget and Reporting Unit supports the Division of Nuclear Security on programme and project formulation, output delivery, implementation and results-based evaluation and reporting. It coordinates across the Division and other relevant stakeholders to ensure the timely and accurate preparation of the Division of Nuclear Security’s programme, budget and reporting, including activities carried out under the Nuclear Security Fund. It advises on and approves fund allocation and fund matching, balancing Member States’ requests with donor contribution agreements and conditions. It monitors the programme and budget process, from planning to implementation and reporting, providing guidance for an effective and efficient results-based management of financial resources. The Unit utilizes a results based programming approach to provide Member States with high quality, well-focused and timely information on programmatic activities and to monitor and report on outcomes and achievements. Within the context of IAEA’s Partnership and Resource Mobilization Policy, the Unit applies a coherent resource mobilization plan for the Nuclear Security Fund (NSF), actively liaises with internal and external partners in the implementation of this plan and ensures systematic and transparent reporting on fundraising and related communication activities and results.

Main Purpose

The Programme Officer (NSNS) leverages knowledge of management practices, including results based programming, to increase efforts being made to provide Member States with high-quality, well-focused and timely information on programmatic activities and to monitor and report on achievements. The Programme Officer (NSNS) enhances and edits existing texts and originates, processes, modifies and assembles various information in a style and language appropriate to the audience. Within the context of the IAEA's Partnership and Resource Mobilization Policy, he/she develops a coherent resource mobilization plan for the Nuclear Security Fund (NSF), actively liaises with internal and external partners in the implementation of this plan and ensures systematic and transparent reporting on fundraising and related communication activities and results.

Role

The Programme Officer (NSNS) is: (a) an adviser to Section Heads and DIR-NSNS on resource mobilization and on the formulation and reporting of the Nuclear Security programme including Programme and Budget preparation; (b) an analyst and facilitator, reviewing and analysing overall programme performance data for assessment in accordance with results based principles; (c) a planner, leveraging this analysis into concrete tools and recommendations to better enable the Division’s programme to enable the Agency to respond to requests for support from States to improve national nuclear security regimes and to mobilize resources; (d) a substantive expert contributor, developing customized fundraising strategies and policies, tools and mechanisms for implementation for the purpose of extra-budgetary programme (EBP) reporting; and presenting the EBP performance and results (e) a liaison officer with Donors providing contributions to the NSF for the coordination of EB-funded activities based on Integrated Nuclear Security Plans (INSSPs) or Member States Requests.

Functions / Key Results Expected

Contribute to and coordinate across the Division, programme and budget planning and formulation, performance monitoring, programme assessment using performance indicators, evaluation and reporting, ensuring programme integrity through translation of the strategic directions of the Medium Term Strategy and ensure consistency between programme elements, including interdepartmental cross-cutting programmes and projects.

Analyse and advise on donor priorities and interests, resource mobilization trends and opportunities and contribute to the development of projects. Review the development of project proposals; identify opportunities and develop innovative approaches for sustainable, results-based programming with diverse partners around common objectives. Reviews the terms of agreements with potential partners and provides recommendations to NSNS management.

Represent the Division of Nuclear Security, providing advice and inputs on its specific requirements to inter-departmental other organizational groups in the IAEA on policy issues related to the Contribution Agreement and other requirements of the donor, EB project requirements and support. Draft and review the terms of partnership or cooperation agreements with potential partners.

Draft status reports and provide inputs to the preparation of documents for the IAEA's governing bodies, and as part of the Department's outreach activities.

Monitor project implementation; participate in reviewing the results of projects and in assessing and evaluating project outcomes and impacts; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions; and ensure consistency between NSNS programme elements, including interdepartmental crosscutting programmes and projects.

Develop and/or enhance programme tools and guidelines that facilitate the implementation and improve the quality of the NSNS Programme.

Act as one of the focal points for OIOS CLEA involving NSNS activities.

Excellent computer skills in all the common applications required for word processing, data analysis, graphs, report preparation; knowledgeable in Enterprise

Resource Planning (ERP) applications (ORACLE).

Skilled in problem analysis and information research.

Experience in collecting, analysing and reporting statistical data, including familiarity with and experience in the use of various methodologies and tools.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29465*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
