Purpose for the job

Under the guidance of the supervisor of the post, provide professional technical assistance and support for design, planning, implementation, management and monitoring of UNICEF Country Development Programme (CPD) 2022-2026 in northern Lima.

Key functions, accountabilities and related duties/tasks

  • Provide support to the United Nations Volunteers (UNVs) who work in Northern Lima (education, health) for a coordinated implementation of their workplans, providing support to their supervisors to oversee their work and deliverables.
  • Ensure programmatic monitoring to key implementing partners for deployment of activities regarding the wellbeing and rights of children and adolescents on health, education, protection and social policy, under the CPD and the Multiyear Plans (PAMAs).
  • Support the Deputy Representative and the staff assigned as focal point to facilitate cross sectoral coordination under the CPD and PAMA in northern Lima.
  • Collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Manager, the Monitoring and Evaluation Officer, and others, to improve efficiency and quality of programme delivery.
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
  • Participate in annual sector review meetings with government counterparts. Collaborate and prepare annual program status reports in a timely manner, as required.
  • Lead the relationship with local authorithies in Carabayllo and San Martin de Porras districts to facilitate the deployment of activities under the CPD and current PAMA.
  • Lead, in northern Lima, the technical assistance and strengthening of cooperation mechanisms for local development (e.g. COMUDENA), giving priority to the plans and actions that benefit children and adolescents.
  • Facilitate the partnerships and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.
  • Support the integration of the gender and inclusion approach in all activities in northern Lima.

RECRUITMENT QUALIFICATIONS

Education:

A university degree in one of the following fields is required: Social Sciences, Government, Public Administration, Public Policy, Social Development, Community Development, or another relevant technical field.

Academic background on elimination of discrimination on grounds of race, ethnicity, indigenous populations, caste, sexual orientation or disability is considered as an asset.

Experience:

  • A minimum of one year of relevant professional work experience is required.
  • Previous relevant work experience in the UN System, or experience in human and children rights is an asset.
  • Experience working with minority groups, migrants, refugees, or with people with disability communities is an asset.
  • Experience working on issues related to anti-racism and discrimination on grounds of race, ethnicity, indigenous populations, sexual orientation or disability is an asset.

Language:

Fluency in Spanish and English are required.

Knowledge of a local language of the duty station (as quechua, aimara, and amazonic) is considered as an asset.
