Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. Main Purpose

The Programme Officer contributes to the planning, formulation, coordination and appraisal of programmes under the management of the Department of Nuclear Sciences and Applications through review and analysis of programme proposals, performance monitoring, programme evaluation and assessment and reporting. The Programme Officer supports efforts to ensure effective and efficient implementation of results based programming in the Department of Nuclear Sciences and Applications.

Role

The Programme Officer is: an adviser on the formulation and reporting of programmes; an analyst, reviewing and analysing overall programme performance data for assessment in accordance with results based principles; a team member, working collaboratively within the Department as well as with other departments, to enhance programme synergies, coordination and outreach; and a substantive contributor, drafting and editing various documentation.

Functions / Key Results Expected

  • Under the guidance of the Departmental Programme Coordinator, contribute to programme planning and formulation, performance monitoring, programme assessment, evaluation and reporting, ensuring programme integrity through the translation of strategic directions of the medium term strategy and strategic issues documents into the programme narratives, activities and resource allocations, and ensuring coherence and homogeneity of the programmes/projects under the management of the Department of Nuclear Sciences and Applications.
  • Ensure consistency between programme elements, including interdepartmental crosscutting programmes and projects.
  • Track, analyze and follow the development of programmatic activities to ensure that the overall objectives of the Major Programme are met.
  • Analyze programme outputs to facilitate not only the assessment of the Major Programme but also reporting on achievement of outcomes, assessing performance using performance indicators.
  • Draft status reports and provide inputs to the preparation of documents for the IAEA's governing bodies, and as part of the Department's outreach activities.
  • Represent the Department of Nuclear Sciences and Applications, providing advice and inputs on its specific requirements to inter-departmental groups related to programme requirements and support.
  • Reviews the terms of agreements with potential partners and provides recommendations to the Departmental Programme Coordinator and/or NA Programme Managers on whether to accept them.
  • Edits draft partnership agreements and proposes changes to the Departmental Programme Coordinator and/or NA Programme Managers as appropriate.
  • Compiles financial information for progress reports for financial partners when needed.

  • University degree in International relations, science and technology, business, economics, or a related field.
  • Minimum of five years of experience in programme planning, analysis and assessment or a related field.
  • Experience in compilation and review of project documents.
  • Excellent computer skills in all the common applications required for word processing, data analysis, graphs and report preparation, knowledgeable in Enterprise Resource Planning (ERP) applications (ORACLE experience an asset).
  • Skilled in problem analysis and information research.
  • Ability to follow-up on tasks independently.
  • Excellent command of spoken and written English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) considered an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29942*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
