ORGANIZATIONAL CONTEXT
Mozambique with an estimated population of 31 million people is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index.
Mozambique has invested in bolstering its monitoring and evaluation capacity. This involved, among others, the creation of a dedicated M&E unit, update of the Monitoring, Review and Evaluation (MRE) plan, development of related Minimum Monitoring Requirement and Monitoring SOP, as well as COMET SOP.
JOB PURPOSE
As part of these investments, a Head of Monitoring and Evaluation Officer position is required to manage and advise the data collection, analysis activities and research projects that the Country Office conducts, to collaborate to M&E activities at interagency level and to strengthen the technical capacity of the team.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University/Masters degree in in international relations, social sciences, agricultural economics, statistics, food security, nutrition, Monitoring and Evaluation or closely related field.
Experince:
- Minimum 5 years of professional experience in monitoring and evaluation activities;
- Experience managing teams
- Experience in project management
- Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.
- Extensive experience in data collection, analysis and reporting
- Ability to work independently under minimum supervision and supervise a team
Language: Fluency (level C) in both English and Portuguese Language.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of the Head of Research Assessment and Monitoring unit, the incumbent will be responsible to:
- Lead the monitoring of WFP activities, providing technical analysis, interpretation and information as required, to support the assessment of activity impact. This includes organizing the collection, management, analysis and regular reporting of data on progress and issues with ongoing projects
- Update the various guidance documents including the Minimum Monitoring Requirements
- Ensure CO up-take of the new Corporate Results Framework and the revised normative framework for monitoring toward increased accountability and quality donor/corporate reporting.
- Lead the development of MRE plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements
- Support the Head of RAM unit in budgeting for monitoring and evaluation costs and advocate for appropriate financial and human resourcing
- Ensure the Country Office has an adequate data management and storage system using WFP corporate systems (COMET, MoDA) and provide regular oversight in using the systems, following corporate requirements on reporting and data protection
- Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluation findings accessible, developing innovative, user-friendly and informative products
- Support WFP Management in addressing recommendations from monitoring, reviews and evaluations, to ensure that follow-up actions are taken as required in complex portfolios
- Participate in relevant coordination forums, Inter-Agency forums, working groups, technical meetings and training activities within, as well as outside of WFP Mozambique. Represent WFP (e.g. at inter-agency meetings with other UN agencies, NGOs and Government agencies) to exchange knowledge and experience, and build partnerships that enhance inter-agency joint monitoring activities. Under this framework, the person will also lead the MERG.
- Review Post Distribution Monitoring (PDM) data, as well as data collection forms/questionnaires and reconstruct them using the standardized codebook
- Ensure storing of survey data/COMET data into the new data repository/platform and centralized database (VAM data lib).
- Ensure control mechanism is in place to properly manage the monitoring coverage of all programmes across the Field Offices, including but not limited to Field Monitor Tracker, Monthly Monitoring Plan, and Questionnaire Upload Tracker, as well as Beneficiary Reached Update
- Refine and manage the unit strategy, work plan and systems in line with the new Country Office’s CSP
- Coordinate monitoring staff in the M&E unit at CO, in FOs and under other teams at the CO;
- Support team members through the stages of assessment and monitoring cycles. Review the quality of work among team members to ensure expected deliverables are meet in a timely manner
- Support unit colleagues to further develop and refine their monitoring and evaluation capacities. Conduct targeted trainings for staff, including providing (on the job) training on data collection, survey instrument design, data management, data cleaning and data analysis, upon need.
- Support the Head of RAM unit in identifying synergies between the M&E and RAM teams for resources optimization.

DELIVERABLES FOR THE ROLE
The main deliverables of the Head of Monitoring and Evalution is to ensure that programme interventions are monitored in-line with the MMR, M&E staffing structure is well established and operational, and regular reporting of the CSP logframe outcome and output, as well as cross-cutting indicators ensured.
