Org. Setting and Reporting

The position is located in the Programme Office in Bangladesh (POBGD) within the Indian Ocean East team of the Global Maritime Crime Programme (GMCP), based in Dhaka, Bangladesh, Regional Office for South Asia (ROSA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), DO/UNODC. The incumbent will work under the overall supervision of the ROSA Representative, and the direct supervision of the Programme Coordinator of the Global Maritime Crime Programme (Indian Ocean East), in coordination with the Senior Programme Officer heading the Global Maritime Crime Programme (GMCP).

Responsibilities

Within the assigned authority, the incumbent will provide support to the implementation of the Global Maritime Crime Programme activities in Bangladesh and the overall Eastern Indian Ocean region with an emphasis on Maritime Law Enforcement interventions, crime scene investigation at sea, maritime crime analysis, with provision of related specialized police advice and international cooperation. The incumbent will be responsible for the following specific tasks:

• Contribures to reviewing, monitoring, researching and analysing social, economic and political developments and trends in maritime law enforcement at the national, regional and/or global level, on an ongoing basis. Presents information gathered from diverse sources, relevant to programme development and implementation related to the fight against maritime crime. Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, etc. • Participate in the formulation, development, implementation, coordination, backstopping and evaluation of assigned technical cooperation programmes/projects and activities; monitor and analyze programme/project development and implementation; review, prepare and/or ensure timely preparation and submission of relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties, counterparts and stakeholders; identifies and tracks follow-up actions. • Provide backstopping and guidance on technical and substantive issues in the areas of crime scene investigation at sea, maritime crime analysis, and international police cooperation for the GMCP Indian Ocean East team, and for overall GMCP, by serving as an expert for the programme. • Support needs assessments, programming and other technical missions, under the programme, to evaluate and elaborate technical assistance proposals, as well as to provide guidance to external consultants, government officials and other parties. • Engage with and build networks of national and regional counterparts as well as international partners working within the maritime law enforcement, and international police cooperation domain in Bangladesh and the wider Indian Ocean region; as requested, attend policy-making and technical meetings to liaise with counterparts and to monitor and analyze events and discussions; liaise on substantive issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on UNODC decisions, issues and documentation with their officials. • Assist in the organization and/or delivery of a variety of specialized technical services for governments, e.g. workshops, table top exercises, seminars and training courses etc., in order to strengthen the capacity of states to successfully prevent and combat maritime crime; provides substantive support in the development of relevant technical and training materials, tools and capacity building packages • Monitor and review best practices, methodologies and programmes in assigned areas and contribute to their promotion among Member States; pilot-test promising practices through the design and implementation of special programmes and projects; summarize experience from pilot projects. • Support the Programme Coordinator for Eastern Indian Ocean, Global Maritime Crime Programme, in identifying and implementing maximum strategic visibility for programme counterparts, donors/partners and UNODC. Supports UNODC and GMCP in the effective liaison with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance. • Support the Programme Coordinator for the Eastern Indian Ocean, Global Maritime Crime Programme in assessing, implementing and evaluating capability-building training programmes to ensure the effective enforcement jurisdiction of maritime crime in Bangladesh, and in South Asia. • Provide support in drafting new project concepts and proposals in relation to the Office’s Global Maritime Crime Programme, specifically for South Asia, in order to diversify its portfolio (in line with the Regional Programmes, UNODC Menu of Services and UNODC strategic frameworks) for circulation with potential partners/donors. • Provide support and guidance on the development and oversight of initiatives by the Global Maritime Crime Programme related to strengthening government counterparts’ capabilities on crime scene investigation at sea, applicable to the South Asian context. • Provide guidance to subject-matter experts on crime scene investigation at sea, and maritime crime analysis in the development and delivery of suitable capacity building training programmes, in line with the Global Maritime Crime Programme’s Training Catalogues in the Eastern Indian Ocean. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • As required, guide and coordinate the work of support staff members, project personnel; mentors and guide UNVs in their work. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, political sciences, public administration, international relations, security studies or relevant social or political area with adequate focus on criminal justice and/or law enforcement issues, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in law enforcement, including criminal investigation of organised crime, and drug trafficking, international police cooperation, maritime security, crime scene investigation, and crime analysis is required.

Experience in national and/or international project management, preferably in crime prevention, law enforcement, criminal justice, police cooperation or related area, is required.

Experience in strengthening international law enforcement cooperation, providing investigative support and intelligence and information sharing at both national and international levels to combat transnational organised crimes is required.

Experience in planning, organising, conducting, and assessing capacity-building activities for maritime criminal justice practitioners is desirable.

Work experience with counterparts in the field is desirable.

Work experience with conflict and post-conflict countries is desirable.

Working experience within the United Nations system or an international organization is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
