How can you make a difference?

Purpose for the job:

The purpose of TA is to facilitate coordination, monitoring and expansion of the Joint Resilience Action programme. Under the supervision of the Resilient Specialist/ Deputy Representative (Programme), the Programme Officer (Resilience) is responsible for supporting the integration and coordination of resilience approaches in UNICEF Somalia programme focusing on multi-sectoral and multi-agency convergence and programming. The Programme Officer (Resilience) will serve as the linkage between the technical teams and Resilience Unit in the programme implementation and monitoring to promote resilient households, with sustained access to social services for children during shocks and stress.

Key function, accountabilities, and related duties/tasks:

  • Support the coordination of the Joint Resilience Action (JRA) programme as a Programme Focal point for JRA, currently KFW funded and implemented jointly by UNICEF, FAO and WFP.
  • Serve as the linkage between technical teams and Resilience Unit to ensure recommendations from technical specialists around implementation, challenges, best practices, and new opportunities are shared and discussed as well working on building evidence/data throughout the programme cycle.
  • Provide support to the Deputy Representative to maintain broader partnerships on resilience and ensure coordination of UNICEF’s work in resilience with relevant partners.
  • Support knowledge management, M & E, and lessons learnt arising from implementation of resilience approaches through, with a focus on the upcoming Impact Evaluation.
  • Optimum Use of Resilience Programme Funds by ensuring section’s expenditure patterns are within the approved budgets and Coordinate and review donor reports as outlined in the donor agreement.
  • Any other Tasks: In addition, the TA will carry out any other tasks as set by the Supervisor.

To qualify as an advocate for every child you will have…

  • A degree in Social Sciences, International Relations, or related discipline.
  • A minimum of 2 years of relevant experience in development work.
  • Experience of working in a multiagency diverse environment
  • Handling some big programme portfolios funded by KFW grant is an asset
  • Experience in proposal development, report writing and context setting
  • Understanding of the socio-political context of Somalia would be an advantage.
  • Background and/or familiarity with emergency is considered as a strong asset.
  • Strong communication skills, including an ability to build rapport with individuals and groups and maintain an effective network of individuals across organizational departments, agencies, and governments.
  • Strong Financial grant Management Skills
  • Fluency in English and local language of the duty station is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
