Org. Setting and Reporting The position is located in the Programme Office in Sri Lanka (POLKA) - Global Maritime Crime Programme (GMCP), Indian Ocean East Team, based in Colombo, within the UNODC Regional Office for South Asia (ROSA). The Global Maritime Crime Programme (GMCP) operates under the Justice Section (JS), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the Senior Programme Officer heading the UNODC Global Maritime Crime Programme (GMCP), and the direct/day-to-day supervision of the Indian Ocean East Programme Coordinator of the Global Maritime Crime Programme (GMCP).

Responsibilities Within the assigned authority, the Programme Officer (IO-E, GMCP) will be responsible for the following duties:
•Contribute to planning, organizing, implementing and monitoring the programme activities and strategies under GLOX99 and GLOW63 of the Global Maritime Crime Programme (GMCP).
•Research, analyse and present information gathered from diverse sources, relevant for project implementation related to GLOX99 and GLOW63 and activities in the Indian Ocean and South Asia.
•Liaise and provide substantive support and advice to national counterparts from the Indian Ocean states, run consultative meetings, trainings, conferences and workshops related to preventing and countering maritime crime.
•Support the development of new maritime crime programming in Indian Ocean states.
•Coordinate and liaise with donor representatives and actively pursue the identification of funding possibilities for the maritime crime programme in Indian Ocean states.
•Draft relevant programme documents and workplans on preventing and countering maritime crime.
•Prepare and draft a variety of written outputs on countering maritime crime, such as background/working papers, mission reports, briefings/presentations, policy proposals and documents, summary reports etc.
•Participate in conferences and meetings as required, including preparing and delivering presentations.
•Coordinate and liaise closely with counterparts and stakeholders on transnational organized crime, including maritime crime matters.
•Perform other work-related duties as required.
Competencies •Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime issues, in particular, to countering maritime crime. Has knowledge of policies and practices in international crime prevention, in particular organized crime and illicit trafficking, maritime crime, as well as the other relevant mandates of the United Nations Office on Drugs and Crime (UNODC). Has knowledge of criminal justice, law enforcement with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has good analytical, planning, and organizational skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education An advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, police administration, business or public administration or relevant social or political area with adequate focus on international maritime affairs, international security policy, criminal justice and/or law enforcement issues, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of five years of progressively responsible professional experience in national and/or international project management, administration, technical cooperation or related area is required. Experience with an Enterprise Resource Planning (ERP) system is required. Working experience in SAP/Umoja is desirable. Experience in grants, project and fund management related modules in SAP/Umoja is desirable. Work experience on issues related to maritime crime including piracy is desirable. Working experience in the United Nations system or similar international Organization in related areas is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, is required. Working knowledge of another official United Nations language is an advantage

Special Notice This temporary project position is currently available for a period of four months. Actual filling of these positions and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
