For every child, hope

Under the supervision of the Deputy Representative of UNICEF Peru, this person will coordinate, implement, and monitor humanitarian, nexus and development-related incidents and programmatic interventions as part of the UNICEF response on the northern border where children and adolescents and their families from Venezuela transit or settle. This role will be performed in close co-ordination with the Emergency Officer and colleagues from the Development Programme.

How can you make a difference?

Lead the work and the UNICEF team based in Tumbes to ensure compliance with the objectives and results aligned with UNICEF standards.

• Implement the actions of articulation and coordination between governmental entities, non-governmental entities and UN agencies working in the territory in all the sectors in which UNICEF has planned a humanitarian response in close coordination with the Deputy Representative coordination with thematic specialists of each sector in the Tumbes region;

• Participate in regional coordination meetings and forums as a UNICEF representative in Tumbes, contribute to the analysis of the situation and articulated response in the field and advocate for respect for the rights of children and adolescents.

• Structure and manage the information derived from the technical and administrative actions of the implementation and monitoring processes of the response of the field team and with the implementing partners;

• Establish the monitoring mechanism and constant flow of information on the humanitarian situation and the impact on the migrant and refugee population and their host communities to the Deputy Representative, emergency officer or other colleague from the UNICEF national office;

• Provide technical support and monitor the actions of implementing partners, promoting comprehensiveness between coordinated actions with organized communities, governments, UN agencies and other non-governmental organizations in close coordination with program team and emergency officer;

• Contribute with actions that ensure efficient results in the processes of information gathering, situational analysis and assessments that contribute to appropriate decision-making and prioritization, based on the conditions that affect children and adolescents, their families and their host communities;

• Collect and systematize the inputs from the field team and implementing partners for the preparation of situational reports and other field reports, donors, studies in accordance with the periodicity established by the country office, regional office and donors;

• Contribute to the preparation of contingency and response plans for emergencies that arise on the northern border, in coordination with the specialists of the thematic areas;

  • Coordinate actions to communicate the work of UNICEF to authorities and institutional and private donors.
  • Facilitate coordination with other UN agencies and national and local sectoral clusters.

• Other activities that are required to meet the stated objectives and are requested by the Deputy Representative.

The proposed post will contribute to the following deliverables:

  1. Strategic coordination reports: Detailed reports on coordination efforts between governmental, non-governmental and UN agencies to ensure alignment with the objectives of the UNICEF humanitarian response in the Tumbes region.
  2. Situation and response analyses: Comprehensive analyses of the humanitarian situation affecting children, adolescents and their communities, contributing to the decision-making process and prioritisation of interventions.
  3. Monitoring and information flow mechanisms: Established and documented mechanisms for monitoring the humanitarian situation and ensuring a constant flow of information to the Deputy Representative and relevant colleagues in the UNICEF National Office.
  4. Technical support and monitoring of partners: Reports and evaluations on technical support provided to implementing partners, including the effectiveness and integration of coordinated action by different actors.
  5. Contingency and emergency plans: Prepare and update contingency and response plans for emergencies in the Northern Border Region, developed in consultation with thematic specialists and in line with UNICEF standards.

Mandatory requirements:

  • Education: First university degree or bachelor in social sciences (sociology, law, international studies, public administration, business administration, economics), public health or industrial engineering.

  • Work Experience:

    • At least one year of experience in coordination, management and leadership of responses to humanitarian emergencies, government coordination as well as in project development and management of humanitarian projects; in leadership or intersectoral teams covering a myriad of programmatic responses in areas such as health, nutrition, and protection for migrants; in community-based management and organization of migrant and refugee grass roots groups with solid experience of knowledge transfer and capacity building programming; in monitoring and evaluation of responses to humanitarian emergencies and/or cooperation programs with close coordination with interregional, regional and municipal counterparts; in implementation of development programs, strategic planning of cooperation projects, monitoring and evaluation at national or international level; and/or coordination of responses to emergencies with UN agencies and/or other humanitarian non-governmental organizations.
  • Language Requirements:

    • Fluency in Spanish
    • Proficient level of English

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • At least 5 years' experience in coordinating, managing and leading responses to humanitarian emergencies, government coordination as well as in project development and management of humanitarian projects.
  • Proven experience of 4 years in leading intersectoral teams covering a myriad of programmatic responses in areas such as health, nutrition, and protection for migrants.
  • Demonstrable experience of 3 years in community-based management and organization of migrant and refugee grass roots groups with solid experience of knowledge transfer and capacity building programming.
  • Proven experience of at least 2 years in monitoring and evaluating responses to humanitarian emergencies and/or cooperation programs with close coordination with interregional, regional and municipal counterparts.
  • At least 3 years' experience in implementing development programs, strategic planning of cooperation projects, monitoring and evaluation at national or international level.
  • Experience in coordinating responses to emergencies with UN agencies and/or other humanitarian non-governmental organizations.
  • Experience working in one of UNICEF's areas of work, particularly child and adolescent protection, education, nutrition and WASH, will be desirable.
  • Ability to manage and coordinate work teams, including communication and interpersonal skills.
  • Language: Knowledge of a local language of the duty station (as quechua, aimara, and indigenous or amazonic dialects) is considered an asset.
