UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist the Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality, women’s empowerment, and upholding women’s rights, UN Women’s global programmatic priorities for the period 2018-2022 are: (a) a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls is strengthened and implemented; (b) women lead, participate in and benefit equally from governance systems; (c) women have income security, decent work, and economic autonomy; (d) all women and girls live a life free from all forms of violence;

UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities and its gender equality commitments, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal following its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights” (Nepal Country Office SN Goal Statement). In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. Under the overarching SN 2018-2022, UN Women focuses on two programmatic areas, inclusive governance, and women’s economic empowerment. Under its inclusive governance, UN women also prioritized work related to gender-responsive humanitarian action, disaster risk reduction and climate change action.

UN Women promotes gender-responsive humanitarian action at times of disaster and humanitarian crisis through its technical, financial support, policy and coordination support, provision of gender expertise, strengthened capacity of women’s group and networks for effective advocacy and implementation. It also supports in strengthening gender responsive DRR.

Since 2021, UN Women has also implemented interventions supported by the Central Emergency Response Fund (Anticipatory Action) in Nepal . UN Women actively participates in several inter-agency working groups, providing substantive technical inputs to strengthen gender mainstreaming across the UN System across the development-humanitarian continuum.

Within the delegated authority and under the supervision of the Programme Specialist (Women, Peace Security, and Humanitarian Programme) or his/her designated mandated representative(s), the UNV Programme Officer will:

a. Assist in partnership develop and resource mobilization:
• Support in drafting and finalizing partnership contracts

b. Support implementation of programmes/interventions on DRR-HA • Assist with documentation and record-keeping of project documents. • Participation in partner meetings and stakeholder consultations • Support in drafting of project proposals, TORs, and documents • Provide support to monitoring, and reporting. This includes preparation of reports, briefing notes, background papers, summaries, correspondence, and talking points; preparation and finalization of knowledge resources, collection and analysis of data, and providing inputs to quarterly reporting. • Support in developing different tools
• Analyze and document learnings • Support field coordination for anticipatory action and humanitarian response

c. Support in advocacy and knowledge building and communication work • Ensure documentation of project reports, deliverables and evidences. • Support in developing tools, checklist, guidance and communication products • Support review, finalization and dissemination of knowledge products/advocacy material developed by partners in line with UN Women guidelines • Contribute to the exchange of information and knowledge products internally and externally of the programme • Support to organize major advocacy campaigns, events, training, workshops.
• Support to organize consultation meetings and virtual platforms. • Provide media advocacy support in close collaboration with UN Women’s Communications’ Officer • Conduct background research for preparing thematic briefs, speaking points, periodic progress reports, meetings, events reports, etc. • Develop in preparing case studies and human-interest stories

d. Support in Office wide coordination and progarmme Implementation
• Provide coordination support to programme focal person for the implementation of different project and programmes of UN Women
• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected outputs:

• As an active UN Women Nepal team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UN Women Nepal and its beneficiaries in the accomplishment of her/his functions. • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Professionalism: demonstrated understanding of operations relevant to UN Women Nepal; technical capabilities or knowledge relevant or transferrable to UN Women Nepal procedures and rules; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented.

Integrity: demonstrate the values and ethical standards of the UN and UN Women Nepal in daily activities and behaviours while acting without consideration of personal gains; resist undue political pressure in decision-making; stand by decisions that are in the organization’s interest even if they are unpopular; take prompt action in cases of unprofessional or unethical behaviour; does not abuse power or authority.

Relevant work experience with a demonstrable ability to provide programmatic support in the areas of gender and Humanitarian action.

Work experiences with the National NGOs, INGOs, or Development Partners is an asset.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
