Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. The position is located in the Strategic Monitoring and Reporting Unit of the Strategic Planning and Monitoring Branch with the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat in Nairobi. ERSKI is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda in the UN system.

The Strategic Planning and Monitoring Branch is responsible to advise on and coordinate strategic and policy matters related to the Programme’s objectives, results-based programmes, budgets and resource mobilization for all sources of funds in achieving sustainable urban development; carries out corporate monitoring as well as the monitoring of global agendas. The Branch leads the development of the annual Work Programme.

The Strategic Planning Unit is responsible for preparation of the Work Programme and Budget for the Organization and related activities. The Strategic Monitoring and Reporting Unit is responsible for carrying out corporate/summative monitoring and reporting of the implementation of the strategic plan, ensuring the development and effective functioning of management information system; to coordinate the preparation of substantive reports for submission to UN-Habitat’s governing bodies' and their subsidiary bodies' meetings as requested by Member States on the implementation of the Strategic Plan, for implementation of global agendas, and for monitoring activities related to sustainable urbanization including the organization’s Annual Report. The Unit also leads the coordination, curation and sharing of urban best practices, including management of the partnership with Dubai Municipality on the Dubai International Award and the Shanghai Manual.

The Unit also manages the Urban Agenda Platform, an online Platform as a one-stop global knowledge portal facilitated by UN-Habitat for uploading and sharing voluntary National Reports, best practices, declared actions, data, training, and resources on the implementation of the New Urban Agenda. It encourages reporting, learning and knowledge exchange, and interaction through communities of practice on sustainable urbanization development. The Platform is intended to inspire and accelerate actions and systematize information for the UN Secretary General’s Quadrennial Reports on progress being made by Member States, local governments and other stakeholders on implementing the New Urban Agenda and urban-related SDGs.

In the interim period, the position entails a management function for the two Units, and providing support to the OIC, Strategic Planning, Monitoring and Reporting Branch.

The position reports to OIC of the Strategic Planning, Monitoring and Reporting Branch.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Oversees the work of staff and personnel, and the work plan and budget for the Strategic Planning Unit, and the Strategic Monitoring and Reporting Unit.
  • Leads the work on annual Work Programme and Budget preparations together with internal teams.
  • Coordinates the preparation of the Annual Report showcasing the key results of the Organization in line with the Strategic Plan.
  • Manages partnerships and expanded features for the Urban Agenda Platform including in preparation for the World Urban Forum and in follow up for the High-Level Meeting on the New Urban Agenda.
  • Manages global best practices repository and partnerships for the systematization of external best practices on implementing the New Urban Agenda and urban-related SDGs including the Dubai International Award.
  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping, delivers presentations, and represents the Organization at consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme
  • Supports coordination with relevant UN and partner offices on urban development updates, best practices, actions and data at the global, regional and national levels.
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Education Advanced university degree (Master's degree or equivalent) in Urban Planning, Urban Development, Urban Geography, Economics, Social Sciences, Development Studies, Urban Governance, Regional Planning, Civil Engineering, Architecture, or any other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.

Experience in managing teams, and in reporting on urban development related results is considered an asset.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
