Org. Setting and Reporting

This position is located in the UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) - Global Maritime Crime Programme (GMCP), with duty station in Bangkok (Thailand), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Officer (GMCP, SEAP) will work under the overall guidance of the Senior Programme Officer heading the Global Maritime Crime Programme (GMCP), and the direct supervision of the Programme Coordinator (GMCP, Pacific Ocean (PO)). The work will be carried out in close coordination with the Regional Section for Southeast Asia and the Pacific (RSSEAP), the Border Management Branch (BMB) and relevant Regional Sections and substantive units at headquarters, as well as relevant field offices.

Responsibilities

Responsibilities: Within assigned authority, the Programme Officer (GMCP, SEAP) will assist in the implementation of activities carried out in Southeast Asia and the Pacific under the Pacific Ocean (PO) as set out in the UNODC GMCP sub-programmes, which aim to increase regional capacities to plan, train for, and respond to maritime transnational organised crime and conduct maritime law enforcement. The incumbent will be responsible for the following specific duties:

• Support the Programme Coordinator (GMCP, PO) with human and financial resources allocated to the GMCP, PO, by coordinating the work of and guiding programme staff. Carry out programmatic/administrative tasks necessary for the achievement of expected results. Participate in and contribute to the coordination of relevant activities under GLOX99 in support of maritime law enforcement to address the capacity gap to prevent and respond to various maritime crime in SEA region Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management. Develop, implement and evaluate the programme activities under the GMCP, particularly those related to Transnational Organized Crime and Maritime Crime with support to maritime law enforcement agencies, and other criminal justice support delivered under the UNODC GMCP in SEA in liaison with relevant Ministries.

• Provide direct support in implementing GMCP activities specific to maritime law enforcement and to enhance cross regional information sharing to tackle maritime crimes, including responding to specific monitoring and evaluation requirements by the donors.

• Provide support in identifying programme administration needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities and other criminal justice authorities in the SEA region.

• Monitor project expenditures and utilization of funds related to the Programme and ensure compliance with United Nations financial rules and regulations, initiate project and/or budget revisions as required. Serve as substantive officer for the preparation and dissemination of costed work plans, terms of reference and other related project documentation.

• Support field missions to Thailand and other locations in the Southeast Asia region where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc..

• Organize meetings, trainings, conferences and workshops for law enforcement involved in maritime security matters. Identify procurement needs (goods and services) and support the full procurement cycle of the various options.

• Support and guide external consultants, interact with government officials and other parties to ensure smooth programme implementation. Provide substantive support to the Programme Coordinator (GMCP, PO), in liaising effectively with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance.

• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Perform any other work-related duties as required/assigned.

Education

An advanced university degree (Master’s degree or equivalent) in political science, international relations, programme management, business administration or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in national/international project management or project administration in criminal justice, law enforcement, border management, international security or related area is required.

Work experience in programme development and fundraising is required.

Work experience in international cooperation and capacity building in maritime law enforcement operations is required.

Work experience in supporting regional or cross regional information sharing for law enforcement agencies or maritime domain awareness is desirable.

Work experience within the United Nations system or a similar international organization is desirable.

Work experience in the fight against international crime is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
