Org. Setting and Reporting This position is located in Aden (Yemen), operating under the UNODC Regional Office for Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the broad authority of the UNODC Representative of ROMENA and the direct supervision of the Programme Coordinator for the UNODC GMCP Gulf of Aden and Red Sea Programme and the Senior Programme Coordinator heading the Global Maritime Crime Programme (GMCP), and in consultation with the Justice Section (JS), Division for Operations (DO) at UNODC headquarters in Vienna.

Responsibilities Within assigned authority, the Programme Officer (Global Maritime Crime Programme) will assist in the implementation of activities as set out in the UNODC GMCP Gulf of Aden and Red Sea Programme (GMCP GARS), as set out in GLOX99 and GLOW63. The incumbent will be responsible for the following duties:

•Support the delivery of capacity building activities in Yemen, Sudan, Eritrea, Djibouti and Somalia through managing human and financial resources allocated to the Yemen and Red Sea programme, by coordinating the work of and guiding programme staff under the overall supervision and coordination of the Head of the Global Maritime Crime Programme. Carry out programmatic/administrative tasks necessary for the achievement of expected results.

•Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management related to projects GLOX99, GLOZ06 and GLOW63.

•Provide support to the implementation and coordination of the GMCP activities related to the EU funded Gulf of Aden and Red Sea Programme in GLOW63 according to approved project documents/revisions, valid contribution and donor funding agreements, valid policies and financial rules and regulations, and costed work plan/s; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.

•Provide support, guidance and coordination in support of the EU funded Gulf of Aden and Red Sea programme in countries where the implementation lead will be taken by the GMCP Somalia Programme, such as Somalia and Djibouti.

•Guide and coordinate programme experts implementing counter-maritime crime activities both at operational and legislative level.

•Monitor project expenditures and utilization of funds related to the Programme and ensure compliance with United Nations financial rules and regulations, initiate project and/or budget revisions as required. Serve as substantive officer for the preparation and dissemination of costed work plans, terms of reference and other related project documentation.

•Identify technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of regional criminal justice systems to prosecute and disrupt through operations maritime crime.

•Contribute to the development of tools and manuals under the Global Maritime Crime Programme.

•Organize meetings, trainings, conferences and workshops for law enforcement staff involved in maritime security matters. Identify procurement needs (goods and services) and support the full procurement cycle of the various options.

•Research, analyze and present information gathered from diverse sources, relevant for project implementation. Prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, contribute to the process of ensuring quality inputs to publications, website and other reports. Conceptualize and prepare substantive and financial reports (monthly financial and quarterly narrative ProFi reports, semi-annual and annual project progress reports).

•Support and guide external consultants, interact with government officials and other parties to ensure smooth programme implementation. Provide substantive support to the Head of the Global Maritime Crime Programme, in liaising effectively with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance.

•Manage and coordinate delivery of programme activities with co-/implementing partners, such as UNDP, under Joint Programme for Maritime Governance for Yemen.

•Perform any other work-related duties as required/assigned.

Competencies •Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime issues, in particular to countering maritime crime. Has knowledge of policies and practices in international crime prevention, in particular maritime crime/piracy, as well as the relevant mandates of the United Nations Office on Drugs and Crime (UNODC). Has knowledge of criminal justice, law enforcement with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has good analytical, planning, and organizational skills. Education An advanced university degree (Master’s degree or equivalent) in law, criminology or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in national/international project management in criminal justice, rule of law or related area, including programme development and fundraising is required. Experience in international cooperation and capacity building in the maritime area and/or maritime law enforcement operations is required. Working experience in the target countries is desirable. Working experience in the United Nations system and or a similar international organization is desirable. Technical working experience in the fight against international crime is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
