Org. Setting and Reporting

The position is located in the UNODC Programme Office in Sri Lanka (POLKA) within the Indian Ocean East team of the Global Maritime Crime Programme (GMCP), based in Colombo, Sri Lanka, Regional Office for South Asia (ROSA), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO), UNODC. The incumbent will work under the overall supervision of the ROSA Representative, and direct supervision of the Programme Coordinator of the Global Maritime Crime Programme (Indian Ocean East), in coordination with the Senior Programme Officer heading the Global Maritime Crime Programme (GMCP).

Responsibilities

Within assigned authority, the incumbent will provide support to the implementation of the Global Maritime Crime Programme activities in Sri Lanka and the broader Eastern Indian Ocean region. The incumbent will further ensure coordination of regional projects that encompass all beneficiary countries of GMCP’s Indian Ocean East team. The incumbent will be responsible for the following specific tasks:

• Support the development, implementation, monitoring, and evaluation of GMCP Eastern Indian Ocean team’s regional project activities, according to the approved donor agreement, project document/revisions, valid policies and financial rules and regulations, and costed work plan/s; identify bottlenecks, propose and take corrective actions in consultation with Programme Coordinator. • Ensure the timely achievement of all project results stipulated in the project documents; coordinate the work related to budget and funding (programming of cash instalments, progress reports, financial reports, etc.) and prepare related documents/reports (costed workplan, programme budget, etc.). • Monitor, on an ongoing basis, all project expenditures and utilization of funds related to activities under the GMCP Eastern Indian Ocean team’s regional project, and ensure compliance with United Nations (UN) financial rules and regulations, initiate project and/or budget revisions when required. • Prepare and disseminate costed workplans, terms of reference and other related project documentation, as and when required, in consultation with the Programme Coordinator for the Eastern Indian Ocean. Maintain close working relationships with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery. Identify procurement needs (goods and services) and support the full procurement cycle of the various options. • Participate in the formulation, development, implementation, coordination, backstopping and evaluation of assigned technical cooperation programmes/projects and activities; review, prepare and/or ensure timely preparation and submission of relevant documents and reports to donors and UNODC; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties, counterparts and stakeholders; identify and track follow-up actions. • Review, monitor, research and analyse social, economic and political developments and trends in maritime law enforcement at the national, regional and/or global level, on an ongoing basis. Present information gathered from diverse sources, relevant to project development and implementation related to the fight against maritime crime. Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, etc. • Support needs assessments, programming and other technical missions, under the projects, to evaluate and elaborate technical assistance proposals, as well as to provide guidance to external consultants, government officials and other parties. • Engage with and build networks of national and regional counterparts as well as international partners working within the maritime law enforcement domain in Sri Lanka and the wider Indian Ocean region; as requested, attends policy-making and technical meetings to liaise with counterparts and to monitor and analyze events and discussions; liaise on substantive issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on UNODC decisions, issues and documentation with their officials. • Assist in the organization and/or delivery of a variety of specialized technical services for governments, e.g. workshops, table top exercises, seminars and training courses etc., in order to strengthen the capacity of states to successfully prevent and combat maritime crime. • Monitor and review best practices, methodologies and programmes in assigned areas and contribute to their promotion among Member States; pilot-test promising practices through the design and implementation of special programmes and projects; summarize experience from pilot projects. • Support the Programme Coordinator for Eastern Indian Ocean, Global Maritime Crime Programme, in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC. Support UNODC and GMCP in the effective liaison with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance. • Provide support in drafting new project concepts and proposals in relation to the Office’s Global Maritime Crime Programme, specifically for South Asia, in order to diversify its portfolio (in line with the Regional Programmes, UNODC Menu of Services and UNODC strategic frameworks) for circulation with potential partners/donors. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • As required, guide and coordinate the work of support staff members, project personnel; mentor and guide UNVs in their work. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, political sciences, public administration, international relations, security studies or relevant social or political area with adequate focus on criminal justice and/or law enforcement issues, is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in national and/or international project management, administration or related area, preferably in crime prevention, including maritime crime prevention, law enforcement, prosecution, criminal justice, international relations or related area, is required.

Experience in delivering technical assistance in the areas of criminal justice and law enforcement is required.

Experience in the field of the law of the sea, maritime law enforcement or/and naval operations is required.

Experience in planning, organising, conducting, and assessing capacity-building activities for maritime criminal justice practitioners is desirable.

Experience in working with conflict and post-conflict countries is desirable.

Working experience within the United Nations system or an international organization is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
