Org. Setting and Reporting This position is located in the UNODC Programme Office in Maldives (POMDV) with duty station in Male, Maldives, within the Global Maritime Crime Programme (GMCP) – Indian Ocean East (IOE) Project, Regional Office for South Asia (ROSA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO). The Programme Officer (Global Maritime Crime Programme) will work under the overall guidance of the UNODC Regional Representative for South Asia (ROSA) and the direct supervision of the GMCP Programme Coordinator (Indian Ocean East) and in close coordination with the Programme Officer (Terrorism Prevention) located in POMDV.

Responsibilities The incumbent will contribute to the implementation, monitoring and evaluation and overall project management to the GMCP Indian Ocean East project portfolio in Maldives. Within assigned authority, the Programme Officer will be responsible for the following specific duties: - Support the GMCP Maldives team in the development, implementation and evaluation of assigned projects; monitor project implementation; identify problems and propose corrective actions; liaise with relevant national counterparts; identify and track follow-up actions in consultation with the GMCP IOE Management. - Review and edit relevant documents and reports, including project proposals, terms of reference for recruitments and/or procurement, concept notes, meeting minutes, agendas, presentations, and inputs for publications, in accordance with United Nations and donor specific visibility regulations. - Keep constant communication with donors and other United Nations programmes in the country on project implementation for an impactful delivery of activities in line with the needs of the government. - Carry out basic research on selected local aspects of programmes, operations and other activities, etc., to include collecting, analysing and presenting data and other information gathered from diverse sources. - Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Ensure that requirements, background information used for data analysis are documented. - Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. - Provide support in survey initiatives; assist with the design of data collection tools; issue data collection tools, reviews, analyses and interpretation of responses, identify problems/issues and prepare preliminary conclusions in consultation with the supervisor. - Provide substantive support and input to internal and external communication of the Indian Ocean East Team in terms of presenting and publishing communication on delivered activities, liaising with external partners on implementation of activities, as well as managing communication internally within the team. - Provide technical and substantive support to consultative and other meetings, conferences, etc., to include identifying and proposing participants, preparation of background documents and presentations, coordinating logistics, etc. - Participate in field missions, including provision of guidance to external consultants, government officials and other parties, as well as substantive and administrative support, data collection, draft reports, ensure follow up actions for the successful delivery of projects’ activities. - Provide support to the preparation of related documents/reports (pledging, work plan, programme budget, etc.). - Engage with and build networks of national experts, advisers, processes, and mechanisms which are concerned with maritime crime in the Indian Ocean. - Support field missions including provision of guidance to external consultants, government officials and other parties and draft mission reports, and ensure follow-up action. - Prepare and disseminate costed workplans, terms of reference and other related project documentation, as and when required, in consultation with GMCP management as well as IOE management. - Maintain close working relationships with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery. - Perform other work-related duties as required.

    Education An advanced university degree (Master’s degree or equivalent) in law, criminology, conflict resolution, security, law enforcement studies or other relevant area, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible professional experience in project/programme management or administration within the area of rule of law and criminal justice at national and regional level is required.

    Work experience in the area of maritime security and/or maritime affairs is desirable.

    Work experience with maritime crime and transnational organized crime policies and practices or related areas relevant to the mandates of the United Nations Office on Drugs and Crime is desirable.

    Work experience in communicating and liaising with government institutions in relation to capacity building initiatives (workshops, training programmes, conferences, etc.) is desirable.

    Work experience within the United Nations system or similar international organization is desirable.

    Experience in data analytics or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
