You have:

  • Minimum 7 years of professional experience in development or population activities, with specific experience in project support, capacity development, or tracking budgets/programmes.
  • Practical experience supporting the development of training, modules, or tools on life skills, or women's empowerment, gender, gender based violence (GBV) and delivery of the training.
  • Experience in GBV case management and referral would be an added value.
  • Clear understanding of survivor-centered approaches, ethical standards, and human rights frameworks.
  • Experience coordinating activities or liaising with government counterparts, NGOs, civil society, and community stakeholders.
  • Strong track record in report writing, data gathering, tracking project metrics, and developing project presentations.
  • Excellent written and verbal communication proficiency in both English and Bangla.

This United Nations Volunteers (UNV) assignment is part of the UNFPA Bangladesh Country Office Gender Unit, specifically supporting the “Inclusive Services and Opportunities (ISO) for Human Capital Development and Livelihood” project. The project is led by the Ministry of Women and Children Affairs (MoWCA) with financial support from the World Bank

According to the 2024 VAW survey conducted by BBS and UNFPA, the Chattogram Division requires particular attention for addressing Gender-Based Violence (GBV), demonstrating elevated risks of intimate partner violence and the highest prevalence of controlling behavior in the country. The division faces overlapping humanitarian, poverty, and climate-vulnerable contexts, including hosting the Rohingya refugee population in Cox’s Bazar and large urban slum populations.

To provide high-quality technical support to MoWCA for the smooth implementation of this initiative, the National UN Volunteer will act as a key focal point. The UN Volunteer will be based in the UNFPA office and Department of Women Affairs Office in Dhaka with extensive travel across the Chattogram Division. S/he will report directly to the GBV Programme Specialist and Chief of Gender, while coordinating closely with relevant units in Dhaka and Cox’s Bazar to support facility-based staff (One Stop Crisis Centres, Regional Trauma Centres, etc.) in providing essential, survivor-centered GBV response services.

Under the direct supervision of the GBV Programme Specialist and Chief of Gender, the National UN Volunteer will serve as the operational focal point for the implementation of the project and perform the following tasks:

Technical Support and Programme Implementation:

• Prepare Work plans and Budget, in collaboration with the NGO implementing Partners (IP) and Project Implementation Unit (PIU)/MOWCA based in Dhaka. • Support the day-to-day implementation of the ISO project interventions in close collaboration with the Cox’s Bazar GBViE team and Project Implementation Unit of MoWCA and NGO Implementing Partner (IP) • Provide technical support and guidance to NGO implementing partners to assist in maintaining the quality of project deliverables. • Coordinate the field-level implementation of GBV referral pathways for the Chattogram Division in consultation with national GBV cluster and GBViE (GBV in Emergencies) team in Cox’s Bazar • Coordinate and maintain continuous liaison with NGO IP to ensure deployment of human resources to the GBV response service providing facilities in all districts in Chottogram Division • Support National Progarmme Officer- Gender for implementing GBV project with DWA (Department of Women Affairs)

Capacity Development and Training Facilitation:

• Collaborate closely with the PIU, MoWCA and NGO IP to plan and organize capacity-building training for staff at facilities such as One Stop Crisis Centres, Cells, Shelters, and Regional Trauma Centres throughout the Chattagram division. • Assist IP in the adaptation, contextualization, and rollout of capacity-building modules and tools in line with international standards • Administer pre- and post-training assessments for participants and compile data to evaluate training effectiveness. • Provide technical support in the localized adaptation of SOPs, guidance notes, and tools for GBV case management and facility-based services.

Monitoring, Evaluation, and Reporting:

• Prepare regular project progress reports to the government (monthly , Quarterly and Six monthly, Annual), after-action reviews, and contributions to donor reporting, ensuring accurate documentation of lessons learned. • Maintain progress trackers for planned capacity-building activities, capturing target population data and service reach. • Ensure Result based monitoring and track the progress , both program and financial. • Conduct regular monitoring field visits to project sites across the Chattogram Division and draft evidence-based recommendations for improvement. • Assist the Communications team by identifying and drafting success stories, human-interest features, and visibility materials showcasing field interventions.
