Org. Setting and Reporting The International Trade Centre (ITC) assists developing and transition countries to take advantage of expanding trade and investment opportunities. ITC supports “Trade Impact for Good”, promoting sustainable and inclusive development through trade. RSE provides thought leadership on trade and SME competitiveness and technical assistance in the design and implementation of trade development strategies. It produces global-level studies as well as country-level analyses highlighting opportunities and constraints to trade, and developing strategies at the regional, national and sector levels aimed at policy makers, trade support institutions and enterprises. RSE is responsible for ITC’s annual flagship publication “SME Competitiveness Outlook”, and more generally, for analytical and inter-agency work on entrepreneurship and SME international competitiveness. RSE contributes to the design and implementation of ITC research, the design of analytical methods for impact assessments of ITC technical assistance and takes the lead on ITC involvement with external academic networks. The goal of this job function is to contribute to RSE’s analytical and statistical work on SME competitiveness with a focus on designing analytical methods to assess SME Competitiveness.

Responsibilities Under the overall guidance of the Chief of section and direct supervision of the Programme Officer (Economist), the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information on SME competitiveness, gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of research activities and studies related to trade and SME competitiveness.
  • Under the SME competitiveness Survey, undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, notably for the SME Competitiveness Outlook.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to project management (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods, particularly Survey Solutions. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in economics, business administration, management, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. PhD level is desirable.

Work Experience A minimum of five years of relevant experience in, project or programme management, administration or related area is required.

Economic research and analysis is desirable.

Experience using Stata and Excel and programming is desirable.

Experience in the UN common system is desirable.

Languages For the position(s) advertised, fluency in English is required; and knowledge of French or Spanish is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
