Org. Setting and Reporting This position is based in the Division of Enterprises and Institutions (DEI) and attached to Sector and Enterprise Competitive Section (SEC). The Programme Officer typically reports to the Senior Adviser Digital, Markets and Connectivity. The focus of this jobs is the implementation, monitoring and evaluation of programmes, operations and other activities within the functional area of marketing, branding and ecommerce.

Responsibilities Under the direct supervision of Senior Adviser Digital, Markets and Connectivity and the general guidance of the Chief, Sector and Enterprise Competitiveness, the incumbent will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (promotional activities toward partners and funders, programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Researches innovative technologies and their potential to improve the use of connectivity by micro, small and medium sized enterprises (MSMEs) to engage in online trade, and builds proposals how these technologies can be incorporated into the Agency’s capacity building programme
  • Performs other duties as required

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with and additional two years' qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of experience in project or programme management, administration or related area is required.

    Experience with advisory support to enterprises on e-commerce is desirable.

    Experience of working on projects in Central Asia is desirable.

    Languages For the position advertised, fluency in English is required; and knowledge of Russian is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
