Org. Setting and Reporting This post is located in the UNODC Programme Office in the State of Qatar (POQAT), Regional Office for Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Doha, Qatar. The incumbent will work under the direct supervision of the Chief of Center of the United Nations Regional Center for Combatting Cybercrime (UNRCC) of UNODC and the overall guidance of the Programme Coordinator (Global Programme on Cybercrime) and the Chief of the Cybercrime and Anti-Money Laundering Section (CMLS), UNODC in Vienna, Austria.

Responsibilities The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, internationally. Within assigned authority, the Programme Officer (Digital Forensic Expert) will be responsible for the following specific duties: - Design and undertake training needs assessments of law enforcement agencies relating to all aspects of collection, preservation, analysis of digital evidence, as well as open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques for cyber-enabled and -dependent crimes; - Design and develop training curricula on all aspects of digital forensic analysis, open-source intelligence (OSINT), social media intelligence (SOCMINT) techniques; - Organize and conduct capacity building and technical assistance activities on gathering, preservation and analysis of digital evidence of cybercrime and crimes committed using technology, this includes training in collaboration with the investigation expert on the use of software to gather, collect and analyze digital evidence as well as open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques; - Manage the design of a digital forensic laboratory for training environment; - Provide technical guidance to procurement processes involving digital forensic analysis software and tools; - Organize and facilitate international, inter-regional and national activities on digital forensics; - Design, programme and run digital forensic tools in the training environment laboratory and mentor their use, upon request, during operational mentoring; - Continually monitor and assess emerging innovative solutions in relation to software and tools designed for digital forensic analysis; - Undertake outreach activities; coordinate international, regional and national workshops, meetings and conferences, make presentations on assigned topics/activities; - Provide, prepare and draft reports, standard operating procedures (SoPs), guidelines and analysis on digital forensics, including relevant International Organization for Standardization (ISO) standards; - Coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with UNODC programmes for cross-fertilization; - Assist in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting follow-up of activities, as requested; - Implement activities under the Global Programme on Cybercrime, by delivering, overseeing, contributing to and ensuring coordination among the relevant personnel and units in particular with regard to the administrative set up of the activities, recruitment of staff and consultants, subcontracting of services and financial monitoring and reporting; - Cooperate and coordinate with the field office, regional section and other sections at UNODC Headquarters on implementation arrangements and provide detailed specifications for activities; - Prepare, review, plan and manage the implementation of the project’s strategies and activities as outlined in the project document by providing substantive and administrative support and inputs, including budget and procurement management. - Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; - Provide investigative and analytic support for processes pertaining digital forensics; - Undertake research and provide advice to the Head of the Global Programme on Cybercrime on matters relating to innovation and new technologies. - Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner; - Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Perform other work-related duties to support project implementation, as required.

Has knowledge of policies and practices in international crime prevention related to cybercrime and relevant UNODC mandates. Education An advanced university degree (Master’s degree or equivalent) in computer science, computer forensics, information technology, programming, cybersecurity, network security or closely related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification on digital forensic tools is required.

Work Experience A minimum of five years of relevant progressively responsible professional work experience in extracting and analyzing digital evidence and/or evaluation of electronic devices using specialist software and hardware is required.

Work experience in teaching, designing and delivering training on cybercrime investigations and digital forensics is required.

Work experience in supporting, advising or working with national and international law enforcement agencies on cybercrime investigations and digital forensics is desirable.

Work experience within the United Nations or similar international organization dealing with law enforcement related operations is desirable.

Work experience in project management is desirable.

Work experience with counterparts in the field is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another United Nations official language is an advantage.
