Org. Setting and Reporting

This position is located within the Office for Africa (OA), Division of Country Programmes (DCP). OA/DCP is leading the work of ITC in Africa. As part of its mandate, OA is coordinating ITC ‘s technical assistance at country, (sub) regional and continental levels especially in the context of the operationalization of the African Continental Free Trade Area (AfCFTA). The work of OA/DCP includes the collection and analysis of country/region intelligence, project / programme design, management and coordination, resource mobilization, client orientation, liaison, coordination and representation of ITC in various fora.

Responsibilities

Under the direct supervision of the Chief Office of Africa and the overall supervision of the Director, Division of Country Programmes (DCP), the Programme Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makepresentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Develop partnerships with African institutions, technical and financial partners aiming at increasing ITC’s positioning in Africa. • Support the integration of cross-cutting interventions on gender, youth and environment during implementation and suggest innovation. • Performs other duties as required

Competencies

Professionalism: Knowledge of the international trading system, the trade-related technical assistance environment and recent trends in export development and competitiveness, in Africa; awareness of current and emerging trends in regional trade integration; Knowledge of result-based project management, monitoring and reporting. Familiarity with the EU reporting requirements. Ability to identify issues, analyze and participate in the resolution of issues/problems more specifically in economic analyse particularly in the context of the regional integration process in Africa. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

Advanced university degree (Master’s degree or equivalent) in economics, business administration, or a related field.

A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant experience in project or programme management, administration in trade related technical assistance is required.

Experience in leading economic analyses in the context of the regional integration processes particularly with the African continental free trade area (AfCFTA) is desirable.

Experience in the management of TRTA projects and programmes in (or for) Africa is desirable

Experience working with regional and continental institutions in Africa is desirable.

Experience in the UN common system is desirable

Experience in partnerships development with technical and financial partners is desirable.

Languages

For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
