Org. Setting and Reporting This position is located in the UNODC Regional Office for South-East Asia and the Pacific (ROSEAP), in Bangkok, Thailand. The incumbent will work under the direct supervision of the Programme Officer (Counter-Cybercrime and Cryptocurrency Adviser) in ROSEAP, and the additional supervision of the Programme Coordinator heading the Global Programme on Cybercrime, based in El Salvador and operating under the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) at the United Nations Office on Drugs and Crime (UNODC) Headquarters in Vienna. The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, globally.

Responsibilities Within assigned authority, the Programme Officer (Cybercrime ) will be responsible for the following specific duties:

  • Provide substantive support in the development of capacity building and technical assistance activities on detection and investigation of cybercrime and crimes committed by means of technology, cryptocurrencies, darknets, online child sexual exploitation, all related technologies, and provide technical advice to counterparts upon request.

  • Implement activities under the Global Programme on Cybercrime, under the guidance and regular direction of the ROSEAP-based Counter-Cybercrime Programme Officer (Counter-Cybercrime and Cryptocurrency Adviser), by delivering, guiding, contributing to and ensuring coordination among the relevant personnel and units, in particular with regard to the administrative set up of the activities, recruitment of staff and consultants, subcontracting of services and financial monitoring and reporting.

  • Cooperate and coordinate with the field office, Regional Section and other sections at UNODC Headquarters on implementation arrangements, and provide detailed specifications for activities.

  • Guide and coordinate cybercrime project staff in planning the implementation of the project’s strategies and activities as outlined in the project document by providing substantive and administrative support and inputs.

  • Prepare and review project management documents for the project, including budget and procurement management.

  • Participate in and carry out periodic assessments of the project’s budget performance, and ensure remedial action.

  • Initiate and facilitate project evaluation. Draft terms of reference for evaluations. Coordinate and organize project review meetings and evaluations as necessary.

  • Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations.

  • Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner.

  • Substantively backstop the ROSEAP Programme Officer (Counter-Cybercrime and Cryptocurrency Adviser).

  • Organize and facilitate international, interregional and national activities in countering cybercrime and the criminal use of cryptocurrencies.

  • Perform other work-related duties to support project implementation, as required.

Has knowledge of policies and practices in international crime prevention related to cybercrime and relevant UNODC mandates. Is able to evaluate, identify and contribute to the solution of problems/issues. Demonstrates ability to apply good judgement in the context of assignments given and to coordinate the work of others. Education An advanced university degree (Master’s degree or equivalent) in law, law enforcement/policing/intelligence, psychology and/or criminology, computer science, international relations, or closely related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional work experience in law enforcement and criminal justice, with a focus on countering cybercrime (cyber-dependent or cyber-related crime) and/or online child sexual exploitation is required. Work experience in delivering training on countering cybercrime is required. Work experience within the United Nations system or a similar international organization is desirable. Work experience in project management is desirable. Work experience in Southeast Asia and/or the Pacific region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
