Org. Setting and Reporting This position is located in the Office of the Chief, Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision and substantive guidance of the Chief of the Branch.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific duties:

  • Draft parliamentary documents for the Commission on Narcotic Drugs, using data collected from Member States, coordinate contributions from others, as appropriate, and support the in-session servicing of the meetings;

  • Support the work of the subsidiary bodies of the Commission on Narcotic Drugs by, inter alia, conceptualizing, organizing, leading and moderating the substantive workshops of the subsidiary bodies in close coordination with colleagues across UNODC sections and Field Offices, delivering presentations and drafting substantive parliamentary documents on topics related to the operational aspects of countering organized crime and illicit drug trafficking;

  • Serve as OCB focal point in regard to the work of the Governing Bodies and Crime Congress and support the preparation of parliamentary documentation or servicing of meetings in relation to organized crime and illicit trafficking matters, as appropriate, including by coordinating and consolidating contributions across the Branch;

  • Coordinate and enhance branch-level monitoring and analysis of diverse activities undertaken by OCB at the national, regional and/or global levels for various reporting, programming and advocacy purposes as well as intra- and inter-divisional/ departmental policies and procedures;

  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;

  • Support programming, fundraising and outreach activities and identify opportunities for new areas of work;

  • Represent the Organization at inter-agency meetings, seminars and conferences on substantive issues;

  • Carry out programmatic/administrative tasks necessary for the functioning of the Branch, including assisting with recruitment of staff for the Branch;

  • Contribute to the delivery of technical assistance activities under the programmes of the Section/Branch and the Field Offices, as appropriate;

  • Coordinate work assignments, guide, support and train staff as required;

  • Perform other work-related duties as assigned.

    Competencies - Professionalism: Has in-depth knowledge and specialization in substantive areas related to countering organized crime and illicit trafficking, as well as programme management. Has knowledge of policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has very good research, analytical and problem-solving skills, proven ability to produce reports and papers on technical issues and ability to review and edit the work of others. Is familiar with and experienced in the use of various research sources and in data collection and analysis for the preparation of technical publications. Is able to apply judgment in the context of assignments given, plan own work, coordinate the work of others and manage conflicting priorities. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master's degree or equivalent) in international law, criminal law, public or business administration or international relations, is required.

Specialization in international criminal law or in the legal and related aspects of organized crime is desirable.

A first-level university degree in similar fields in combination with two additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible and directly relevant professional experience in countering organized crime and illicit trafficking, in particular drug trafficking, is required.

Work experience in conducting workshops, facilitating substantive discussions and providing policy advice is required.

Work experience in policy and programme development, programme planning, reporting, implementation monitoring, coordination and management is required.

Work experience in conducting social science-related research and analyzing qualitative and quantitative data is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice Appointment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
