Organizational Setting The FAO Country Office in Bangladesh (FABGD) is responsible for leading FAO’s response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Regional Office for Asia and the Pacific (RAP), Divisions, Offices and Centres at FAO headquarters, develops, promotes and oversees FAO’s strategic response to these priorities. Through its Country Programming Framework (CPF), the Country Office supports policy dialogue on food security, agriculture and rural development issues, at country level and facilitates the emergence of country partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The position is based in the FAO Representation in Dhaka, Bangladesh.

Reporting Lines The Programme Officer (Coordinator) reports to the FAO Representative in Bangladesh. He/she collaborates with the Country Programme, Operations and Administrative Units and in consultation with the relevant technical units at FAO headquarters and the Regional Office for Asia and the Pacific (RAP).

Technical Focus. Technical Leadership and coordination of the Environment and Climate Change activities in the country.

Key Results Develops, implements, evaluates, effective leadership and management of major projects and teams in accordance with Country Office objectives and FAO's Strategic Framework.

Key Functions • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action; • Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change; • Researches, analyses and presents information gathered from diverse sources; • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies; • Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions; • Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications; • Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations; • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities; • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries; • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions • Leads the overall coordination, management, execution and supervision of the Foreign, Commonwealth and Development Office (FCDO) funded project in Bangladesh and assigned project including the management of financial, budgetary and human resources, and related implementation arrangements (development and monitoring of Environment, Forestry and Climate Change [EFCC] project related contracts, i.e. Letters of Agreement, Operational Partners Agreements, Service Contracts, etc. and the implementation of procurement processes); • Leads the technical work implemented in the different areas of work of the FAO Bangladesh programme under the EFCC cluster in close coordination with the respective partners and the relevant FAO technical units; • Establishes close cooperation with the Government (all relevant technical ministries) and other partners involved in the effective implementation of the projects and participates in coordination bodies; • Provides technical expertise on environmental and agriculture related topics supporting the government and public authorities in developing livelihood strategies on climate change adaption/mitigation including contribution towards the development of innovative programs and initiatives in identified Ecological Critical Areas; • Ensures impactful livelihood training has been provided to identified and agreed households, working in close liaison with other partners; • Identifies synergies with other FAO Bangladesh ongoing projects, ensuring a programmatic approach in support of improving agriculture and rural transformation programme including crop diversification, resilient agriculture, digitalization, agro-processing, and youth and women empowerment, among others; • Ensures communication of results and programme visibility in close coordination with communication team following the agreed organizational procedures and policies; • Participates and represents FAO in the programme stakeholders meetings with partners, beneficiaries and the government counterparts; • Participates and represents FAO in the Project Steering Committees and other committees as outlined in the project’s governance structure. • Performs any other related duties. . ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field. • Seven years of relevant experience in technical cooperation related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Experience in leading project teams at a country level, in-depth knowledge of related administrative, operational and financial procedures related to the project management. • Experience and skills in project identification, programme and project formulation, analysis, planning and results based management (RBM). • Experience in implementation of projects with a Climate change adaptation and mitigation approach including policy dialogues and changes. • Knowledge of global issues, trends and constraints in development cooperation with particular reference to climate change and livelihoods. • Knowledge of country programme issues in Bangladesh is considered a strong asset.
