Org. Setting and Reporting The post is located in Almaty, Programme Office in Kazakhstan (POKAZ), operating under the Regional Office for Central Asia (ROCA), based in Tashkent, Uzbekistan. The incumbent will work under the direct supervision of the Regional Programme Coordinator, Container Control Programme (CCP), in Central Asia and the overall supervision of the Regional Representative, ROCA, as well as under the overall guidance of the Senior Programme Coordinator of the CCP. The focus of the UNODC Container Control Programme is to assist law enforcement agencies to identify and inspect high-risk containers.

Responsibilities The incumbent will support inter-regional/regional activities associated with the development, promotion, coordination and implementation of CCP in the participating countries of the programme. The incumbent will undertake the following specific tasks:

  • Provide substantive expertise and support to promote regional cooperation efforts including developing regional tools on identifying and supressing high-risk consignments and supporting the Inter-Regional Network of Customs Authorities and Port Control Units;

  • Conduct assessments of current regional tools in the risk-based approach to selection of containers for physical examinations;

  • Plan, coordinate and implement the programme strategies and assigned activities as outlined in the programme document;

  • Design work plans for the timely achievement of the programme objectives;

  • Guide and orient the efforts and contributions of consultants, programme personnel, donors, institutions and counterparts in countries concerned towards the achievement of the programme objectives;

  • Organize technical needs assessments, expert and policy level meetings, training courses, seminars, working groups, and workshops in coordination with the UNODC programme partner, the World Customs Organization;

  • Deliver specialized training courses;

  • Ensure effective financial management, monitoring and reporting of the assigned segments of the programme budget;

  • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities, international organizations and donors;

  • Prepare as directed, jointly with programme staff, all necessary programme progress reports and programme segment implementation delivery rate reports;

  • Coordinate the preparation of information materials (brochures, website, posters, etc.) in support of the Container Control Programme; disseminate CCP-related materials to governments, donors, NGOs and the general public;

  • Promote UNODC’s menu of services and portfolio growth under all mandate areas;

  • Perform other work-related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in law, political science, criminology or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant progressively responsible professional work experience in the area of programme/project management, of which several years at the international level, is required. Experience with technical assistance delivery in the area of border management, trade supply chain security or a related area is required. Experience in strengthening regional law enforcement cooperation is required. Work experience in the relevant region is desirable. Experience with the United Nations System or similar international organization is desirable.

Languages English and French are the working language of the United Nations Secretariat. For the post advertised, fluency in English and Russian is required. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

Special Notice This temporary position is currently available from 1 January to 1 July 2020. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.
