UNICEF in China promotes policies and laws for the betterment of children's rights. We have about 100 staff members working with the Government of China and other partners to ensure that the benefits of the country's development reach the most impoverished children.

The Child Health and Development (CHD) Section is responsible for ensuring that every child survives, thrives, and can grow to meet their full potential. In partnership with the Government, and in alignment with the national priorities outlined in The Healthy China 2030 plan, UNICEF invests in actions that directly and indirectly impact the health of women and children. Pollution, environmental degradation, and climate change constitutes a serious threat for the safety, health and development of children in China as children’s exposure to air pollution and toxic chemicals remain high while risks arising from climate change are growing.

Under its new 5-year programme of cooperation, UNICEF will partner with relevant government ministries including Ministry of Ecology and Environment, Ministry of Agriculture and Rural Affairs, National Health Commission, and technical institutions to advocate for actions that specifically address the environmental and climate change related risks faced by children, and ensure that national programs, guideline and policies are focused on creating a healthy environment for healthy children.

How can you make a difference?

This Programme Officer will be a member of Environmental Health team within Child Health and Development Section of UNICEF China. The Officer will provide policy, technical and programming support to address environmental degradation, climate change and sustainable sanitation aspects of UNICEF China’s Child Health and Development Programme.

The position will be responsible for the following:

  • Support UNICEF China’s work on sanitation, environmental degradation, and climate change with a focus on policy formulation and advocacy under supervision of environmental health specialist and overall guidance of CHD section chief.
  • Support annual program planning, programme management and monitoring with regular program visits.
  • Prepare communication, information materials and reports.
  • Support formulation of funding proposals to highlight program goals and achievements and support resource mobilization.
  • Support in strengthening partnership with key private sector, NGO and government counterparts working in the field of environment, climate change, and sanitation.
  • Support projects related to South-South cooperation on climate change, sanitation, and environmental sustainability.

The support provided by the officer will enable UNICEF China to achieve environment, sanitation, and climate change related output results of the country programme. This, in turn, will contribute to the achievement of the outcome results of the Country Programme Document. When done effectively, the achievement of the outcome results will improve child survival, growth, and development in China.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: environmental engineering, environmental health, sanitary engineering, or another relevant technical field.
  • Experience: a minimum of two years of professional experience in Environment/Climate/WASH-related programmes for developing countries is required. Additional relevant post-graduate courses that complements the main degree is a strong asset.
  • Fluency in Chinese and English is required.
  • Technical knowledge required -
    • Understanding of environmental/climate risks to child health and development
    • Experience in Rural water supply for low-and middle-income countries - including water safety, sustainability programmes
    • Understanding of Major global treaties on climate change and environment
    • Experience in Water and Sanitation Hygiene (WASH) programmes in school and health centers WASH-in-Schools and Health Centers
    • Understanding of Government of China Climate, Environmental and sanitation major policies
    • Understanding of Major environmental challenges China is facing
