How can you make a difference?

The basic structures for robust Prevention of sexual exploitation and abuse (PSEA) prevention and response are in place, yet there is a need to institutionalise PSEA across the Country Office in line with overall UNICEF accountability. The Programme Officer (Child Safeguarding & PSEA), based in Erbil and reporting to the Gender Specialist (Child Safeguarding & PSEA), will support all work related to PSEA in support of operationalizing the PSEA work plan, supporting UNICEF staff and partners.

Summary of key functions/accountabilities and end results: 1. Implementation of PSEA prevention and response 2. Institutionalisation of PSEA across UNICEF systems and programmes through implementation of Country Office action plan 3. Effective knowledge management and systems, information exchange and the development of training and orientation materials developed and deployed for strengthening of country programme management and activities. 4. Situation Analysis prepared/updated, critical programme intervention point/measures identified, and programme work plans/recommendations prepared and incorporated. Programme reports prepared as required. 5. Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports timely prepared. 6. Rights-based and results-based programming approach fully incorporated into all phases of programme and projects processes. 7. Commitment and institutional capacities of the national and local partners gained and established. 8. Rights perspective and advocacy at the community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates. 9. Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.

To qualify as a champion for every child you will have… A university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field. A minimum of two years of relevant professional work experience is required. Fluency in English and Arabic are required.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either: a role with direct contact with children, works directly with child, is a safeguarding response role or has been assessed as an elevated risk role for child safeguarding. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) applies.
