You have:
- Minimum of 3 years of experience in one of the following fields is required: human rights, child protection, psychology, sociology, international affairs, Social Work or another relevant social science field.
- Experience in MHPSS/GBV within Palestinian camps and gatherings in Lebanon is required.
- Experience with UN Agencies or international development organizations is an asset.
- Field work experience, particularly focused on the Palestinian camps and gatherings in Lebanon, is required.
- Experience in emergency preparedness, contingency planning, and response is an asset.
- Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
- Accuracy and professionalism in document production and editing.
- Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
- Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
- Self-motivated, able to work with minimum supervision; able to work with tight deadlines.
- Have affinity with or interest in UNICEF’s Palestinian Programme, volunteerism as a mechanism for durable development, and the UN System.
Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
For more than 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. UNICEF’s Area Programme for Palestinian children (APD) aim to further the realization of children’s rights, improve access to basic services, strengthen the protective environment and promote social inclusion of Palestinian children and women in Lebanon, Syria, Jordan and State of Palestine. The Palestinian Programme in Lebanon (PPL) contributes to improving the lives of Palestine refugees by providing programmatic interventions in partnership with UNRWA and a consortium of NGOs, in areas not covered (or marginally covered) by UNRWA.
Under the supervision and guidance of the Programme Manager (PPL), the Programme Officer (UN Volunteer) will support the Palestinian Programme in Lebanon (PPL) to implement, monitor, and report on the planned activities and results in the Area Programme Document (APD) and the Rolling Work Plan (RWP) for the programme aligned with country/area programme and goals and provide technical support to the programme ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.
Within the delegated authority and under the supervision of Programme Manager (PPL) or the designated mandated representatives The UN Volunteer will:
Support to Child Protection (CP)/ Mental Health Psychosocial Support (MHPSS) and Gender-based Violence (GBV) Programme Development and Planning • Research and analyze regional and national politics, protection, social, and economic development trends. Collect, analyze, verify, and synthesize information to facilitate programme development, design, and preparation. • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness, and relevancy of information. • Support for strengthening community mobilization for child rights and child protection, including through the End Violence Affecting Children initiative. • Promote of the mainstreaming of psychosocial health promotion and prevention in schools and PHC centers. • Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country-level socio-political-economic trends and their implications for ongoing programmes and projects. • Draft or prepare programme CP/MHPSS/GBV workplans as required. • Propose adjustments/changes in the work plans. • Contribute to coaching and technical support for child Protection Networks (CPNs) in Palestinian Camps and gatherings. • Support service mapping and attend local coordination meetings based on request. • Act as OiC CP Programme officer on the implementation of PSEA polices and guidelines including checking knowledge and mainstreaming PSEA in programme cycle. • Support capacity building plans, logistically and through material preparation.
Support to CP/MHPSS/GBV Programme Monitoring: • Undertake field visits to UNICEF-supported projects in the Palestinian camps and gatherings to monitor the implementation of the CP/MHPSS/GBV projects and report information for the supervisor on agreed performance indicators to drive more efficient management and accountability for results. • Ensure that gender and disability policies are mainstreamed in partners’ interventions and results. • Participate in Mid-Year and Annual review meetings with partners and government counterparts. • Contribute to the annual PPL status report in a timely manner, as required.
Knowledge Management: • Contribute to the PPL by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate. • Make a professional contribution to the preparation of PPL reports required for the management and donors.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
