Org. Setting and Reporting The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $86+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise of global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Programme Administration Team of OIM. The incumbent reports to the Senior Programme Officer.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned program supporting the organization in building and nurturing change management capability across OIM as well as contributing into and supporting the planning and implementation or change management interventions; support the work of the Change Agent Network etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists with the application of change management methodology and tools to change initiatives.
  • Conducts stakeholder analyses and assess impact of change on staff and other stakeholders, produce assessments of change readiness.
  • Identifies and help manage anticipated resistance to change and organize targeted interventions, to overcome resistance to change.
  • Supports the identification and management of risks inherent to change initiatives.
  • Supports the design and implementation of communications about change.
  • Manages activities focused on expanding the change management capability across the organization, e.g., managing the change network.
  • Provides input into the design of training programmes and other capacity development efforts in change and project management.
  • Supports training delivery aimed at facilitating change.
  • Ensures that change initiatives are integrated in the regular capacity development programmes.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certifications in change management, facilitation or coaching are desirable.

    Work Experience A minimum of five years of progressively responsible experience in administration or related area is required.

    A minimum of two years of experience in leading or coordinating organizational change management projects is required.

    Experience working with change advocates, such as Change Agent Networks is required.

    Experience in building knowledge and skills capability across the organization on change management principles in international organizations are desirable.

    Experience in managing complex, cross functional issues and finding resolutions is desirable.

    Learning and development experience is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this position fluency in English is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include a desk review of PHPs, an assessment exercise and/or a competency-based interview.
