Polio eradication is a corporate priority for UNICEF globally. Although there are only three remaining countries where polio is still endemic, most of the regions are currently responding to polio outbreaks with sometimes several countries/ outbreaks per region which endangers the rest of the regions and the world. Unfortunately, the number and scale of polio outbreaks has continued to exceed expectations. As well, the quality and speed of immunization response activities in most of the key outbreak countries remain sub-optimal to stop transmission and to avoid reseeding the virus.

UNICEF is committed to continue working on polio eradication until the goal is reached. As a key partner in the effort to eradicate polio, UNICEF has the lead role in strategic communications including communication for development (C4D), crisis communication and advocacy, to ensure a high demand for vaccination services and acceptance of vaccine. C4D plays a vital role in the polio prevention and response interventions, supporting the MoH teams to plan and implement social and community mobilization activities to inform and convince communities and its leaders about the reasons and rationale for oral polio vaccine (OPV) campaigns; supporting interventions that encourage community based surveillance of Acute Flask Paralysis; and supporting the improvement of immunization programmes, both through campaigns and through routine immunization, by fostering understanding of childhood diseases, creating demand for services and acceptance of the vaccines.

The polio outbreak workstream of the UNICEF Global Polio Team provides oversight, quality assurance, technical assistance and knowledge management to country offices in the field, with particular emphasis on communication for social and behavior change and vaccine management within the outbreak response and preparedness context.

How can you make a difference?

Under the general supervision of the Senior Programme Manager, you will provide professional technical assistance and support for programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives. The primary focus of this role is on budget and finance. You will also: 1) oversee the UNICEF management of outbreak response budget process, 2) provide technical support to outbreak countries to prepare, review and track budgets together with partners 3) support GPEI outbreak response technical secretariat and coordination team, and 4) manage the global polio surge roster.

Key accountabilities include:

  1. Outbreak response monitoring and reporting
  • Support the development, review and monitor the joint GPEI outbreak response budgets working closely with partners, regional and country office colleagues.
  • Monitor and report on the status of outbreak response and preparedness workplans
  • Review data and provide analysis to prepare for outbreak response activities
  • Track and document outbreak response and preparedness activities, to be shared as requested
  1. Outbreak response management support and field coordination
  • Organize outbreak response calls with Regional and Country Offices and follow up on action tracker
  • Support country offices in the preparation of outbreak response budgets working closely with the regional office an partners.
  • Review outbreak preparedness & response budget utilization in coordination with Country Offices, Regional Offices, and the Polio team HQ Finance team as needed
  • Support the GPEI outbreak response group coordination unit to ensure smooth functioning of the taskteam workplan.
  1. Support Outbreak response technical secretariat
  • Update UNICEF HR Surge for events and outbreaks and share within Outbreak secretariat and global Outbreak Response and Preparedness Group (ORPG)
  • Support the briefing for Outbreak Response Assessments (OBRA) members before and after the OBRA and provide relevant onboarding materials and follow up on the recommendations. and manage required logistical coordination with WHO HQs
  1. Global surge roster management
  • Maintain the polio global roster by ongoing review of available profiles and filling gaps in particular areas
  • Manage the deployment of staff for surge support in the case of an outbreak including the onboarding of consultants prior to deployment and debriefing after the mission is completed
  • Maintain active engagement with the consultants on the roster

To qualify as an advocate for every child you will have…

  • A university degree in social sciences, international relations, government, public administration, public policy, social policy, social development, community development or other related field is required.
  • A minimum of two (2) years of relevant professional experience at the national or international level in the field of development, public health or related field is required.
  • Experience in the development and tracking of budgets and finance management is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required and fluency in French is desired. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) is an asset.
