UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Adolescent Development Specialist and the Chief of the Health and Nutrition Section, the Programme Coordinator (ASRH) will provide support to ensure the overall efficiency and effectiveness of various projects and will facilitate the administration and achievement of concrete and sustainable results in adolescent health and development support, specifically in the reduction of teen pregnancies.

The Programme Coordinator (ASRH) will have the following duties and responsibilities:

1. Support to program development and planning

a. Provide operational and technical support throughout all stages of programming processes of the Joint Programme by executing and administering a variety of technical programme transactions preparation of materials and documentation, and complying with organizational processes and management systems to support programme planning, and results-based M&E;

b. Prepare required documentation and materials to facilitate the programme review and approval process of the Joint Programme and supporting Programme Documents.

c. Review and advise the design and implementation of simplified approaches of the program.

2. Program management, monitoring, and delivery of results

a. Enhance effective project, inter/sectoral planning, development and management by supporting the ADAP Specialist in regular monitoring and timely reporting of inputs, activities, and results.

b. Work collaboratively with internal colleagues and external partners to discuss operational and implementation issues. Provide solutions, recommendations, and feedback to appropriate officials and stakeholders for higher-level intervention and decision-making.

c. Monitor and report on the use of programme resources (financial, administrative and other assets), ensuring compliance to rules and standards. Prepare regular and scheduled sectoral reports for management, donors, and partners.

3. Technical and operational support to program implementation

a. Facilitate establishment of partnership agreements (SSFA, PCA) related to the implementation of the Joint Program.

b. Conduct regular programme field visits, and provide information to key stakeholders to assess progress and provide technical support. Support officers and consultants in facilitating the resolution of programmatic concerns, red flags, bottlenecks, and foreseeable problems for more responsive technical assistance.

c. Provide regular technical support to government counterparts, NGOs, and UN partners on the application and understanding of UNICEF policies, strategies, processes, and best practices on adolescent health and development to support programme implementation, operations, and delivery of results;

d. Represent UNICEF and participate in discussions with national partners, clients and stakeholders to advocate for increasing investments and multi-sectoral support on adolescent development issues, particularly teen pregnancy prevention.

4. Networking and partnership building

a. Build and sustain effective close working partnerships with government counterparts and national stakeholders through active participation in technical working/advisory of adolescent health and development.

b. Participate in appropriate inter-agency meetings and events on programming to collaborate with inter-agency partners and colleagues;

c. Prepare materials for resource mobilization and briefing kits.

5. Innovation, knowledge management and capacity building

a. Identify, capture, synthesize, and share lessons learned for the knowledge products from the Joint Programme, particularly in the implementation of the UNICEF workplan.

b. Provide technical assistance in capacity-building initiatives to enhance the competencies of clients and stakeholders.

To qualify as an advocate for every child you will have…

  • A graduate in one of the following fields is required: community development, development communication, public health, international health and nutrition, health research, health sciences, policy and/or project management, or other social and health-related science field. An advance university degree is advantage.
  • A minimum of one (1) year of professional experience in a developing country in one or more of the following areas is required:
  • Planning and project management on adolescent development, public health, adolescent sexual and reproductive health, and development of communication or knowledge product/materials.
  • Experience in supporting LGU programme implementation is an asset.
  • Experience in supporting or managing CSO partnerships, monitoring programmatic and financial accomplishments is an advantage.
  • Experience in adolescent health programme/project development in a UN system agency or organization is an asset.
  • Fluency in English and Pilipino language required.
