Org. Setting and Reporting

This position is located in the Programme Office in Iraq (POIRQ), with duty station in Baghdad, Iraq, and operates under the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the UNODC Regional Representative of ROMENA and the direct supervision of the Senior Programme Coordinator heading POIRQ, as well as the regional Programme Coordinator (Countering Corruption and Money Laundering) heading the regional project against corruption and financial crime in ROMENA.

Responsibilities

Within assigned authority, the Programme Officer (AML/CFT) will perform the following specific duties:

• Contribute to the planning, coordination, implementation and evaluation of technical cooperation programmes/projects and activities in Iraq; support monitoring and analysing programme/project development and implementation; review, prepare and/or ensure timely preparation and submission of relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties, counterparts and stakeholders; identify and track follow-up actions. • Provide backstopping and guidance on technical, substantive and administrative issues within the assigned technical assistance activities, programmes and projects. • Coordinate with relevant stakeholders in Iraq to ensure that proper substantive expertise is provided in the area of AML/CFT. Cooperate and ensure close coordination with UNDP Office in Iraq regarding the joint implementation of the AML/CFT project on “Expanding the Impact of Iraq’s Financial Intelligence Unit”. • Monitor financial resources, budgets, the expenditures and utilization of funds in the assigned areas of responsibility including programme/project segments; draft parts of or contribute to the preparation of the necessary programme, project and budget documents and reports, such as progress reports, work plans, programme budget, programme performance reports, etc., ensuring compliance with UN financial rules and regulations and reporting requirements. • Participate in needs assessment, and programming to evaluate and elaborate technical assistance proposals with the government of Iraq, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs). • Provide guidance to external consultants, government officials and other parties; draft mission summaries and mission-related documents. • Prepare and/or assess draft programme and project ideas and documents for AML/CFT technical assistance in Iraq and other MENA countries covered by the regional project against corruption and financial crimes in UNODC ROMENA. • Assist the regional Programme Coordinator in preparing detailed work plans and accompanying budgets for all project activities, as well as the timely and accurate submission of progress reports. • Prepare/draft a variety of written outputs, such as background papers, correspondence with government, working papers, mission reports, analysis, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, etc.. • Deliver/participate in workshops, seminars and training courses and conduct presentations as required. • Provide substantive support in the development of relevant technical and training materials, tools and capacity building packages. • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Monitor and review best practices, methodologies and programmes in assigned areas and contribute to their promotion among authorities in Iraq and the MENA region. • Promote and strengthen at the working level collaborative initiatives between UNODC and other UN agencies. • Perform other work-related duties as required.

Has knowledge of the Financial Action Task Force (FATF) Recommendations and the mutual evaluation process; the joint FATF, International Monitory Fund (IMF) and World Bank (WB) assessment methodology, and the FATF International Cooperation Review Group procedures. Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, management, business administration, public administration or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in crime and/or terrorism prevention, law enforcement, prosecution, financial analysis, criminal justice, law, international relations or related area is required.

Work experience in planning, coordinating and implementing field-based technical assistance related to anti-money laundering and countering the financing of terrorism is required.

Work experience in programme/project development and management is desirable.

Work experience in a field environment is desirable.

Work experience within the United Nations system or a similar international organization is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and/or a competency-based interview.

This temporary position is available until 26 September 2024. Actual filling of this position and actual duration of the assignment is subject to availability of funding.
