Org. Setting and Reporting The post is located in the Country Office in Afghanistan (COAFG) of the United Nations Office on Drugs and Crime (UNODC) in Kabul. The Programme Officer (Alternative Development) will work under the overall guidance of the UNODC Representative (COAFG) and will report directly to the Senior Programme Officer (Alternative Development and Health).

Responsibilities The focus of this position is to provide support to the implementation of the UNODC strategies, policies and programme activities by being responsible for the Alternative Development (AD) in Afghanistan where the project is being implemented. The incumbent will provide support in programme management, budget administration, procurement in the development context of Livelihoods and Alternative Development programmes. Within assigned authority, the incumbent will be responsible for the following specific duties:

•Ensure close coordination on AD portfolio, between the technical and operations staff;

•Provide supervisory support to the national AD team in project management, financial reporting, budget planning, procurement, donor reporting, and other relevant material;

•Work in close coordination with the operations team in COAFG and headquarters, on project implementation and tracking the project progress;

•Develop and maintain close working relations with implementing partners, Government counterparts and other UN agencies, AD working group and other forums that UNODC is part of;

•Ensure consistency in all programme activities with the Afghanistan National Priority Programmes (NPPs), the National Drug Control Strategy (NDCS) and associated policies, the UNDAF and other UNODC priorities and strategies; identify synergies and common needs and opportunities for action;

•Ensure timely and high-quality reporting on all programme activities to the Senior Programme Officer, donors and headquarters;

•Plan and guide the work of project staff, foster team-work and communication among staff;

•Undertake travel/missions both within Afghanistan and to other countries;

•Participate in meetings and conferences related to the counter-narcotics mandate of UNODC;

•Develop concept notes, briefing notes and proposals when required;

•Perform other work-related tasks, as assigned.

Competencies Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to livelihoods, alternative development, drug- and/or terrorism prevention related issues. Has knowledge of policies and practices relating to prevention of illicit drug use and treatment of drug dependence, and awareness of the relevant mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Has the ability to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has proven ability to write technical reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations. Education An advanced university degree (Master’s degree or equivalent) in international development, public administration, economics, political sciences, social sciences or a related academic area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in project/programme management is required. Experience in financial management, procurement, programme operations coupled with project design, monitoring and evaluation of projects is required. Working experience with an ERP system is required. Working experience with international organizations and national governments in developing countries is required. Working experience in Afghanistan and/or in the region and/or in other post-conflict countries is desirable. Working experience within the United Nations system or a similar international organization is desirable. Working experience with procurement systems is desirable. Working experience with SAP/Umoja financial and budget management system, is desirable. Experience in and exposure to drug control-related areas (e.g. illicit crop monitoring and alternative livelihoods) and/or governance issues in a post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of other United Nations official languages or local language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This temporary position is currently available for a period of 11 months. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
