Org. Setting and Reporting This position is located in Port au Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN) located in Panama City, Panama. The incumbent will work under the direct supervision of the Representative, ROPAN, and the substantive guidance of the Senior Programme Coordinators of the Airport Communication Project (AIRCOP) (GLOBA1), the Container Control Programme (CCP) (GLOG80) and the Global Maritime Crime Programme (GMCP) (GLOW63, GLOX99, GLOZ06) of the Division for Operations, Border Management Branch of the United Nations Office on Drugs and Crime (UNODC), in Panama City, Panama, Vienna, Austria, and Colombo, Sri Lanka.

Responsibilities The main focus of this position is to initiate and coordinate programme activities of the Airport Communication Project (AIRCOP), the Container Control Programme (CCP) and the Global Maritime Crime Programme (GMCP) in Haiti, in accordance with UNODC rules and regulations. The incumbent will in particular perform the following specific tasks: - Initiate and implement Border Management activities. - Coordinate, organize and support the implementation of programme/project strategies and activities, provide technical inputs to the implementation of the Airport Communication Project (AIRCOP), the Container Control Programme (CCP) and the Global Maritime Crime Programme (GMCP) in Haiti. - Establish project work plans, budget and terms of reference and cooperate with the Government in the implementation and monitoring of the project activities, including recruitment of project staff, procurement related matters, development and delivery of training courses, seminars, workshops and meetings. - Monitor and analyse programme development and implementation; review and prepare relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. - Lead and/or participate in large field missions including assessment missions and conduct technical survey visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used. - Organize and prepare a variety of written outputs such as background papers, correspondence with counterparts, reports, working documents, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies and summary reports, memoranda of understanding (MOU). - Contribute to mobilizing policy and funding support for the Airport Communication Project (AIRCOP), the Container Control Programme (CCP) and the Global Maritime Crime Programme (GMCP), including extra-budgetary voluntary contributions and building support for cost-sharing contributions from the Government and identifying other funding sources, including the private sector, for UNODC projects and activities. - Establish and maintain strong partnerships, undertake negotiations and consultations and liaise on substantive issues with counterparts in the UN and UNODC, both at HQs and in the Field, as well as Member States, donors, international organizations governments, the private sector and other stakeholders. Develop synergy, promote and facilitate operational partnerships and collaborative undertakings. Attend policy-making and expert group meetings to monitor, analyze and advise on events and discussions. - Organize and participate as a resource person in technical working groups, inter-agency task forces, advocacy meetings, roundtables, workshops, training and other relevant meetings related to the specific area. - Monitor current developments of national measures against illicit drug trafficking in Haiti; identify and prioritize border management requirements and training needs. - Monitor the project budget for the Haiti segment, ensure delivery of timely budget revisions and reporting on programme activities/expenditures. Validate the supply of equipment and other project deliveries and monitor the project’s expenditures. Jointly with the project staff prepare all necessary project progress reports and project implementation/delivery reports. - Coordinate, train and guide the work of project personnel. Identify consultancy needs, develop terms of reference for the proposed consultancies and assist in the identification, selection and recruitment of consultants. - Represent and position UNODC at the UN Integrated Office in Haiti (BINUH) and at the UN Country Team meetings. - Communicate with donors and engage in fund raising activities as required. - Maintain efficient communications with government counterparts, international communities, and all relevant stakeholders in Haiti. - Coordinate with UNODC personnel in Dominican Republic for the implementation of programmes at the border between Dominican Republic and Haiti. - Perform other work-related duties as may be required.

    Education Advanced university degree (Master's degree or equivalent) in the fields of economics, law, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement, is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant progressively responsible professional experience in project/programme management, organized crime, drug trafficking, law enforcement and/or rule of law, of which several years at the international level, is required.

Experience in the area of border including maritime, management, trade supply chain security or related is required.

Experience with resource mobilization is required.

Experience with the United Nations System or similar international organization is desirable.

Experience with technical assistance delivery at the field level in the relevant region is desirable.

Experience in working with and in the private sector is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
